Income tax; real property tax relief credit. Provides a refundable income tax credit in taxable years 2026 through 2030 to eligible taxpayers, defined in the bill, who incur real property taxes in an amount equal to or greater than four percent of their federal adjusted gross income for up to $500 for single individuals and $1000 for married persons filing jointly.

Department of Housing and Community Development; Virginia Rural Housing Infrastructure Fund and Program. Establishes the Virginia Rural Housing Infrastructure Fund and Program, to be administered by the Department of Housing and Community Development, for the purpose of financing infrastructure projects in rural communities associated with increased housing development within such communities. The bill directs the Department to develop criteria and guidelines for awarding grants under the Program.
Motor vehicles; insurance; highway use fee; tangible personal property tax relief for certain vehicles. Removes the highway use fee for fuel-efficient vehicles, and maintains the same highway use fee for electric vehicles and alternative fuel vehicles. The bill removes the prohibition on motor vehicle insurers establishing a repair facility network. Under current law, insurers are prohibited from requiring an insured or claimant to utilize designated replacement or repair facilities or services as a prerequisite to settling or paying any claim arising under a policy or policies of insurance. The bill also directs each county, city, or town that receives annual reimbursements from the Commonwealth for providing tangible personal property tax relief on qualifying vehicles to, beginning in tax year 2027, ensure that after first reimbursing certain tax attributable to qualifying vehicles leased by active duty members of the United States military, as is currently required by law, (i) no qualifying vehicle owned by an individual with an annual household income in excess of $200,000 receives any reimbursement for such vehicle and (ii) the remainder of the reimbursement provided to such locality is distributed based on a sliding scale for household incomes of residents of such locality, adopted by an ordinance of the governing body of such locality, as described in the bill.
Sales and use tax; food purchased for human consumption and essential personal hygiene products. Eliminates the remaining one percent local sales and use tax that is imposed on food purchased for human consumption and essential personal hygiene products. Under current law, no other sales and use tax is applied to such products. The bill requires an equivalent amount of revenue to be distributed to cities and counties on a monthly basis in compensation for the lost tax revenue. The bill has a delayed effective date of January 1, 2027.
Virginia-Ireland Advisory Board established; report. Creates the Virginia-Ireland Advisory Board to advise the Governor and General Assembly on ways to improve economic and cultural links between Virginia and Ireland, with a focus on the areas of commerce and trade, art and education, and general government. The bill requires the Board to submit an annual report to the Governor and General Assembly.
Motor vehicle insurance; use of certain factors to establish rates prohibited. Prohibits an insurer from using any classification system, rating plan, rules or rates, or modifications based in whole or in part on consumer credit information or scores to establish rates for any motor vehicle insurance policy issued or renewed in the Commonwealth. The bill also prohibits an insurer from refusing to provide or refusing to continue to provide an individual with motor vehicle insurance coverage, limiting the amount or extent of motor vehicle insurance coverage, or charging an individual a different rate for the same motor vehicle insurance coverage solely because of an individual's consumer credit information or score.
Comprehensive community colleges; procurement; machinery and equipment for courses and programs; certain limitations prohibited. Prohibits the State Board for Community Colleges and any comprehensive community college from establishing or adhering to any procurement policy, practice, procedure, regulation, or rule that prohibits the procurement of used machinery or equipment when such machinery or equipment is necessary to provide proper student instruction in any relevant course or program.
Department of Medical Assistance Services; state pharmacy benefits manager; independent evaluation. Requires the Department of Medical Assistance Services, by July 1, 2026, to select and contract with a third-party administrator to serve as the state pharmacy benefits manager to administer all pharmacy benefits for Medicaid recipients, including recipients enrolled in a managed care organization. The bill enumerates requirements for the Department's contract with the state pharmacy benefits manager. In addition, the bill directs the Department to engage an independent consultant to evaluate the implementation of a contract with a third-party pharmacy benefits manager pursuant to the bill. This bill incorporates HB 2209 and is identical to SB 875.
Vehicles used for agricultural purposes. Provides that trailers and semitrailers used for certain agricultural purposes may be operated without tail lights or brake lights on the highways of the Commonwealth, except in Planning District 8 (Northern Virginia), that are not interstate highways between sunrise and sunset, provided that such trailer or semitrailer has affixed to the rear end either (i) two or more reflectors of a type approved by the Superintendent of State Police or (ii) at least 100 square inches of solid reflectorized material. The bill requires such a trailer or semitrailer operated without tail lights or brake lights to keep to the rightmost lane, except when turning at an intersection or avoiding any hazard. The bill also prohibits the operation of such a trailer or semitrailer operated without tail lights or brake lights whenever (a) certain conditions reducing visibility are present or (b) windshield wipers are in use as a result of fog, rain, sleet, or snow.
