Sales and use tax; food purchased for human consumption and essential personal hygiene products. Eliminates the remaining one percent local sales and use tax that is imposed on food purchased for human consumption and essential personal hygiene products. Under current law, no other sales and use tax is applied to such products. The bill requires an equivalent amount of revenue to be distributed to cities and counties on a monthly basis in compensation for the lost tax revenue. The bill has a delayed effective date of January 1, 2027.

Part-time or adjunct instructors in public schools; locally awarded subject matter expert credentials; career and technical education subjects or courses. Establishes, enumerates criteria for, and permits a division superintendent or a comprehensive community college to issue a locally awarded subject matter expert teaching credential, valid for a period of one year, to any individual who demonstrates expertise in content or subject matter area relating to career and technical education in order for such individual to provide instruction or coursework in one career and technical education course per semester in grades six through 12 at any public school in the Commonwealth or comprehensive community college in the Commonwealth, including dual enrollment or concurrent enrollment courses. The bill delineates the criteria for issuance of such locally awarded subject matter expert credential. The bill also contains several provisions relating to the employment of individuals under a locally awarded subject matter expert credential, including (i) permitting any school division or institution of higher education to hire any such individual as a part-time or adjunct instructor to teach a career and technical education subject or course; (ii) requiring any such individual to be subject to a background clearance check and the fingerprinting and criminal history records check requirements required as a condition of employment of any applicant who is offered or accepts employment at a school division pursuant to applicable law; (iii) requiring each employing school board to assign an individual employed by such school board as a mentor to supervise any individual issued a locally awarded subject matter expert credential; and (iv) permitting any division superintendent to renew an individual's locally awarded subject matter expert credential for a period not to exceed one additional year, provided that such individual receives satisfactory performance evaluations. Finally, the bill requires each school board to annually report to the Department of Education the number of locally awarded subject matter expert credentials issued pursuant to the provisions of the bill.

A BILL to amend the Code of Virginia by adding sections numbered 2.2-1500 through 2.2-1545, relating to government efficiency; agency reporting requirements; healthcare financing reform; Interagency Health Financing Task Force; managed care organization performance review; housing regulatory review; procurement reform; technology consolidation; real property management; personnel efficiency; federal funding contingency; establishment of the Joint Subcommittee on Government Efficiency; data integration and transparency.

In-person visitation policies and procedures at certain facilities. Requires training centers operated by the Department of Behavioral Health and Developmental Services (the Department), hospitals, nursing homes, certified nursing facilities, hospices or hospice facilities, assisted living facilities, and intermediate care facilities to establish certain in-person visitation policies and procedures. The bill (i) requires that such policies and procedures include screening, personal protective equipment, and other infection control protocols for visitors; (ii) prohibits such policies from requiring the visitor to provide proof of immunization or vaccination; (iii) requires such policies and procedures to allow consensual physical contact between the visitor and the resident, client, or patient of the facility; (iv) authorizes the resident, client, or patient to designate an essential caregiver and establishes requirements related to essential caregivers; (v) requires that such policies and procedures allow in-person visitation under certain circumstances; (vi) provides that such policies and procedures may require visitors to agree in writing to follow such policies and procedures; (vii) authorizes facilities to suspend in-person visitation of visitors for violations of such agreement; (viii) requires facilities to make such policies and procedures available to the Department for review when applying for initial licensure, licensure renewal, or change of ownership; and (ix) requires facilities and the Department to make such policies and procedures easily accessible on their websites.

Teacher licensure; three-year license to teach career and technical education or dual enrollment courses at public high schools. Requires the Board of Education to provide for the issuance of a three-year license to teach solely career and technical education courses or dual enrollment courses at public high schools in the Commonwealth to any individual who (i) is employed as an instructor by an institution of higher education that is accredited by a nationally recognized regional accreditation body, (ii) is teaching in the specific career and technical education or dual enrollment subject area at such institution in which the individual seeks to teach at a public high school, and (iii) complies with the requirements set forth in relevant law to complete study in child abuse recognition and intervention and certification or training in emergency first aid, cardiopulmonary resuscitation, and the use of automated external defibrillators. The bill requires the Board to require any such instructor to maintain continuous employment in such position at the institution of higher education as a condition of continued licensure.

Seizure, forfeiture, and destruction of property used in connection with the exploitation and solicitation of children. Requires the court to order the destruction of all audio and visual equipment, electronic equipment, devices, and other personal property used in connection with the possession, production, distribution, publication, sale, possession with intent to distribute, or making of child pornography, or in connection with the solicitation of a person less than 18 years of age, in violation of current law. The bill also (i) requires certain information to be provided by the law-enforcement agency responsible for the destruction, (ii) prohibits destruction of such items to be used in a criminal prosecution until all rights of appeal have been exhausted, and (iii) requires the law-enforcement agency to provide notice, by first-class mail, to the accused or other interested party, if known, and his attorney at least seven days prior to the destruction of the time and place the destruction will occur.

Charter; Town of Rocky Mount. Provides a new charter for the Town of Rocky Mount in Franklin County and repeals the town's current charter, which was enacted in 2000. The charter contains powers typically granted to towns. An untypical provision in the new charter includes term limits for members of town council.
