Establishes a 19-member, two-year joint subcommittee to identify research and economic development opportunities to informa statewide, comprehensive, and coordinated strategy relating toblockchain technology.

Gun Violence Survivor Assistance Fund and GrantProgram. Establishes the Gun Violence Survivor Assistance Fundand Grant Program, to be administered by the Department of CriminalJustice Services for the purpose of providing grants to gun violencesurvivors who are in need of financial assistance to make accessibilityadaptations to their homes to accommodate a disability resultingfrom a gun violence-related injury.
Department of Corrections; hepatitis C antiviral medication. Directs the Department of Corrections to issue a Request for Proposals to pharmaceutical manufacturers for the purchase of an unrestricted five-year supply of hepatitis C antiviral medication and any necessary ancillary services at an annual fixed rate. The bill requires the Department to report to the Governor and the General Assembly by November 30, 2020, and by November 30 during each year of the contract, regarding the status of the contract, whether the contract has lowered the Department's hepatitis C treatment costs, and inmate health outcomes resulting from the contract.
Study; JLARC; court-appointed guardians andconservators; report. Directs the Joint Legislative Audit andReview Commission (JLARC) to study the operations and performanceof court-appointed guardians and conservators in the Commonwealth.In conducting its study, JLARC shall (i) identify the Commonwealth'slaws that help prevent and remedy abuse, neglect, and exploitationof elderly and incapacitated persons; (ii) recommend any changesthat should be made to the Commonwealth's laws to better prevent and remedy abuse, neglect, and exploitation of such persons, including instances in which abuse, neglect, or exploitation is committed bya court-appointed guardian or conservator; (iii) determine and recommendthe maximum number of wards per guardian that should be permittedto ensure a high level of oversight and care; (iv) identify appropriatetraining, qualification, and oversight requirements for court-appointedguardians; (v) determine the types and amount of information thatcourt-appointed guardians should be required to provide when making decisions on behalf of a ward and identify the parties to whom suchinformation should be provided; and (vi) recommend one or more processesthat could be implemented to allow for the receipt and investigationof complaints regarding the actions of court-appointed guardians.
Study; Virginia State Crime Commission; thelow use of geriatric parole; report. Directs the Virginia StateCrime Commission to study the low use of geriatric parole and theappropriate structure for increasing the use of geriatric parole.
Juveniles; trial as adult. Increases from14 years of age to 16 years of age the minimum age at which a juvenilecan be tried as an adult in circuit court for a felony.
Paid family and medical leave program. Requires the Virginia Employment Commission to establish and administera paid family and medical leave program with benefits beginning January 1, 2023. Under the program, benefits are paid to eligible employees for family and medical leave. Funding for the program isprovided through premiums assessed to employers and employees beginningin 2022. The amount of a benefit is 80 percent of the employee'saverage weekly wage, not to exceed 80 percent of the state weeklywage, which amount is required to be adjusted annually to reflectchanges in the statewide average weekly wage. The measure caps theduration of paid leave at 12 weeks in any application year. The billprovides self-employed individuals the option of participating inthe program.
Toll lane enforcement; Midtown Tunnel and DowntownTunnel. Prohibits the Department of Motor Vehicles from suspendinga person's registration certificates or licenses plates due to unpaidtolls when such toll violations occurred at the Midtown Tunnel orDowntown Tunnel connecting the Cities of Norfolk and Portsmouth.
Health insurance; coverage for diabetes. Requires health insurers, health care subscription plans, and health maintenance organizations to include coverage for insulin, certain equipment,certain supplies, regular foot care and eye care exams, and up tothree in-person outpatient self-management training and educationvisits upon an individual's initial diagnosis of diabetes and upto two such visits upon a significant change in an individual's condition.The bill provides greater specificity than the current law requiringcoverage for equipment, supplies, and self-management training andeducation visits. The bill also provides that benefits or servicesrequired for the treatment of diabetes is exempt from any deductible.The provisions apply to any insurance policy, contract, or plan delivered,issued for delivery, reissued, or extended on and after January 1, 2021, or at any time thereafter when any term of the policy, contract,or plan is changed or any premium adjustment is made.
Study; JLARC; reduction or elimination of tollson Midtown and Downtown Tunnels in Hampton Roads; report. Directsthe Joint Legislative Audit and Review Commission to study the feasibilityof reducing or eliminating tolls on the Midtown and Downtown Tunnelsin Hampton Roads.
