Presidential electors; National Popular Vote Compact. Enters Virginia into an interstate compact known as the Agreement Among the States to Elect the President by National Popular Vote. Article II of the Constitution of the United States gives the states exclusive and plenary authority to decide the manner of awarding their electoral votes. Under the compact, Virginia agrees to award its electoral votes to the presidential ticket that receives the most popular votes in all 50 states and the District of Columbia. The compact goes into effect when states cumulatively possessing a majority of the electoral votes have joined the compact. A state may withdraw from the compact; however, a withdrawal occurring within six months of the end of a President's term shall not become effective until a President or Vice President has qualified to serve the next term. Study; Office of Drinking Water; Commonwealth'sdrinking water infrastructure and oversight of the drinking waterprogram; report. Requests the Office of Drinking Water of theDepartment of Health to study the Commonwealth's drinking water infrastructureand oversight of the drinking water program. In conducting its study,the Office shall (i) identify problems or issues that may resultin contamination of drinking water with lead, copper, or other substancesor organisms or increase the likelihood of contamination of drinkingwater with lead, copper, or other substances or organisms and (ii)develop recommendations for addressing such problems or issues.
Prisoners; medical care. Eliminates theDepartment of Corrections prisoner co-payment program for nonemergencyhealth care services.
Urban county executive form of government; boardof social services. Requires a county operating under the urbancounty executive form of government (Fairfax County) to designatean additional seat on the board of social services for a qualified citizen of each city to which the county is contractually obligatedto provide social services.
Juvenile offenders; parole. Provides that any person sentenced to a term of life imprisonment for a single felony offense or multiple felony offenses committed while that person was a juvenile and who has served at least 20 years of such sentence and any person who has active sentences that total more than 20 years for a single felony offense or multiple felony offenses committed while that person was a juvenile and who has served at least 20 years of such sentences shall be eligible for parole. This bill is identical to SB 103.

Health insurance; mandated coverage for hearing aids for minors. Requires health insurers, health maintenance organizations, and corporations providing health care coverage subscription contracts to provide coverage for hearing aids and related services for children 18 years of age or younger when a licensed audiologist prescribes such hearing aids and related services. The coverage includes one hearing aid per hearing-impaired ear, up to a cost of $1,500, every 24 months. The measure applies to policies, contracts, and plans delivered, issued for delivery, or renewed on and after January 1, 2021.
Study; JLARC; reinstatement of discretionaryparole; report. Directs the Joint Legislative Audit and ReviewCommission to study the reinstatement of discretionary parole, whichwas abolished in 1995.
Common-law crime of suicide. Abolishes thecommon-law crime of suicide. Suicide is currently a common-law crimein Virginia, although there is no statutorily prescribed punishment.
Opioid addiction treatment pilot program. Requires the Department of Behavioral Health and Developmental Services (the Department), in partnership with community services boards, a hospital licensed in the Commonwealth, and telemedicine networks, to establish a two-year pilot program in Planning District 12 designed to provide comprehensive treatment and recovery services to uninsured or underinsured individuals suffering from opioid addiction or opioid-related disorders. The bill requires the Department and its partners to collaborate with a work group established by the Department of interested stakeholders to develop the pilot program. The provisions of the bill are contingent on funding in a general appropriation act.
