Income tax credit; employers of G3 Program orcybersecurity graduates. Creates a nonrefundable individual andcorporate income tax credit for employers that hire eligible employeeswho are (i) graduates of the Get Skilled, Get a Job, Give Back Program(G3 Program) or (ii) graduates with a degree in cybersecurity froma Virginia four-year institution of higher education. The creditis available for taxable years 2022 through 2026, is equal to $1,000per eligible employee hired during the taxable year who works ina full-time position, and includes an aggregate annual cap of $5million.

Transportation safety funding. Providesthat for any year in which there is a surplus, the Governor shallinclude in his proposed budget an appropriation of 10 percent ofsuch surplus for the Transportation Safety Fund, created by the bill,for the purpose of funding projects that would improve transportation safety, implement safe system approach designs, improve high accidentrisk areas, and create safer options for pedestrians and bicyclists.The bill directs the Secretary of Transportation to establish a processfor soliciting, reviewing, and selecting project submissions by localgoverning bodies.

Tribal nations; acknowledging harmful historyand policies in the Commonwealth. Expresses the sense of theHouse of Delegates in acknowledging with profound regret the existence, acceptance, and perpetuation of the dispossession of lands and theracist and assimilationist policies designed to erase the identity,culture, and sovereignty of tribal nations in the Commonwealth.

Building energy use intensity; reporting; reduction; requirements; incentives and incentive programs. Allows localitiesto incentivize, by ordinance, the owner or operator of a buildingmeeting certain criteria, or an agent of such owner or operator, toreport energy use intensity (EUI) information and reduce EUI. Thebill allows localities to set EUI requirements for certain buildingsand develop local incentive programs for increasing building energyefficiency.

Department of Historic Resources; the GreenBook. Directs the Department of Historic Resources to developa program to identify, publicize, and educate the public about sitesin the Commonwealth featured in the Green Book.

Conduct of law-enforcement officers; establishmentof an Early Identification System. Requires the Department ofCriminal Justice Services (the Department) to establish a best practicesmodel for the implementation, training, and management of an EarlyIdentification System (EIS). The bill defines an EIS as a systemthrough which a law-enforcement agency collects and manages datato identify and assess patterns of behavior, including misconductand high-risk behavior, or performance of law-enforcement officersand law-enforcement agency employees. The bill directs each sheriffor chief of police to implement an EIS by July 1, 2024, and requiresthat law-enforcement officers receive training prior to implementationof the EIS and annually thereafter. The bill also directs the Departmentto establish and administer written policies and procedures for law-enforcementagencies to report to the Office of the Attorney General all judgmentsor settlements in cases relating to negligence or misconduct of a law-enforcement officer.
