Virginia Asian American, Pacific Islander, Latino,and Indigenous Education Advisory Board; establishment. Establishesthe 29-member Virginia Asian American, Pacific Islander, Latino,and Indigenous Education Advisory Board as an advisory board in theexecutive branch of state government for the purpose of advisingthe Governor, his Cabinet members, and the General Assembly on the current ways that Asian American, Pacific Islander, Latino, and Indigenous history is described in the relevant Standards of Learning and associated curriculum frameworks; how that content is taught in classrooms;and strategies to develop Asian American and Pacific Islander historyand social studies elective courses, Latino history and social studies elective courses, and Indigenous history and social studies electivecourses.

Local regulation of gas-powered leaf blowers;civil penalty. Provides that any locality may by ordinance regulatethe use of gas-powered leaf blowers. Prior to enactment of such ordinance,a public hearing is required. The ordinance may include provisions for a civil penalty.
Health carriers; denial of coverage; quarterlyreport. Requires each health carrier in the Commonwealth to submitto the State Corporation Commission on a quarterly basis a reportof all first-time denials of coverage, including denials based onpreexisting conditions and experimental or investigational treatments.The bill states that a health carrier must inform a covered personof his right to an internal appeal or, if applicable, an externalreview, upon issuing a denial of coverage. The bill has an expirationdate of July 1, 2024.
Workers' compensation; domestic service employees.Provides that individuals who are engaged in providing domesticservice, defined in the bill, are not excluded from the Virginia Workers' Compensation Act.
Juvenile justice; human trafficking screening.Requires the Department of Juvenile Justice to use trauma-informedscreening measures to identify whether any child committed to theDepartment has been a victim of human trafficking and determine appropriate treatment and service options. The bill also requires that, in casesin which a juvenile and domestic relations district court or circuitcourt orders that a juvenile within its jurisdiction be physicallyexamined and treated by a physician or local mental health center,such examination include trauma-informed screening measures to identifywhether the juvenile has been a victim of human trafficking and determineappropriate treatment and service options.
State parks; free entry for veterans. Establishesa Veteran's Passport program for veterans of the Armed Forces of theUnited States or members of the Virginia National Guard that entitlesthe bearer to enter state parks in the Commonwealth without the paymentof a parking or admission fee.
Substance abuse services providers; assessment; tobacco use. Requires every provider licensed by the Department of Behavioral Health and Developmental Services who provides services to individuals with substance use disorder to assess each individual receiving services for use of all tobacco products at the time the provider begins providing services and provides that, in cases in which an individual receiving services is identified as having a tobacco use disorder, the provider shall (i) provide information to the individual about how continued use of tobacco products may affect the individual's long-term success in recovery from substance use disorder; (ii) recommend treatment for tobacco use disorder in the treatment plan; and (iii) offer either treatment for tobacco use disorder as part of the individual's treatment plan, if the provider is licensed to provide such treatment, or referral for treatment of tobacco use disorder.
Additional local sales and use tax to support schools. Authorizes all counties and cities to impose an additional local sales and use tax at a rate not to exceed one percent, with the revenue used only for capital projects for the construction or renovation of schools. Under the bill, the tax can only be imposed if it is initiated by a resolution of the local governing body and approved by the voters in a referendum. The bill requires the governing body to specify in the enacting ordinance the time period, not to exceed 20 years, for which the tax would be imposed, and revenue from the tax is required to be used solely for capital projects for new construction or major renovation of schools in the locality enacting the tax. Under current law, only Charlotte County, Gloucester County, Halifax County, Henry County, Mecklenburg County, Northampton County, Patrick County, Pittsylvania County, and the City of Danville are authorized to impose such a tax.
Commonwealth Clean Energy Financing Authorityand Fund; established. Establishes the Commonwealth Clean EnergyFinancing Authority and the Commonwealth Clean Energy Financing Authority Fund to increase private investment in clean energy and resiliencyprojects in the Commonwealth. The bill requires the Authority to ensure that the projects and programs financed complement the goalsof the Virginia Energy Plan and programs implemented by the Departmentof Energy, Department of Housing and Community Development, Departmentof Conservation and Recreation, and other relevant public and privateentities. The bill requires that at least 40 percent of the resourcesdeployed through the Authority are directed to historically economicallydisadvantaged communities. The bill provides that the Authority willhave a total membership of 11 members that consist of nine nonlegislativecitizen members and the Director of the Department of Energy andthe Director of the Department of Housing and Community Developmentor their designees as ex officio members. The bill includes generalpowers and duties of the Authority, including submission of an annualreport. The bill also includes various requirements for notes andbonds issued by the Authority.
Refundable income tax credit for low-incometaxpayers. Allows low-income individuals and married persons to claim either (i) a nonrefundable income tax credit equal to $300for each individual, his spouse, and any dependents or (ii) a refundableincome tax credit equal to 20 percent of the federal earned incometax credit claimed that year by the individual or married personsfor the same taxable year. Under current law, low-income individualsand married persons may elect either of these amounts; however, bothoptions for claiming the credit are nonrefundable. The provisionsof the bill apply to taxable years 2022 through 2028.
