State Air Pollution Control Board; regulations; low-emissions and zero-emissions vehicle standards. Repeals theState Air Pollution Control Board's authority to implement low-emissionsand zero-emissions vehicle standards that apply for vehicles witha model year of 2025 and later.

Free use of toll facilities; certain disabledveterans. Authorizes the free use of all toll bridges, toll roads,and other toll facilities in the Commonwealth for drivers who havebeen rated by the U.S. Department of Veterans Affairs as having a100 percent service-connected, permanent, and total disability. Thebill also replaces the current window sticker for certain personsexempted from tolls due to a disability with a specialized electronictoll collection device identifying such person as eligible for freepassage.

Militia state active duty; cyber-related support.Provides that the Governor or his designee may call forth the militiaor any part thereof to state active duty for service when the Governordetermines that cyber-related support is needed to assist state orlocal agencies or to assist private entities that provide criticalinfrastructure. The bill contains technical amendments.

Line of Duty Act; campus police officers; privatepolice officers. Provides employees of contributing nonprofitprivate institutions of higher education, defined in the bill, andcontributing private police departments, defined in the bill andincluding airport police officers employed by the Lynchburg RegionalAirport Police Department, with the benefits granted to employees of participating employers under the Line of Duty Act. The bill clarifiesthat the Line of Duty Act shall not apply to any private institutionof higher education or private police department that is not a contributingnonprofit private institution of higher education or contributingprivate police department, respectively.

Department of Transportation; design-buildengineer regulations. Directs the Department of Transportationto promulgate regulations clarifying that design-build contractorsare not required to employ a professional engineer on staff in orderto qualify to submit a proposal for or be awarded a transportationproject.

Absentee voting; absentee voting in person;available beginning 14 days prior to election. Limits the availabilityof absentee voting in person to 14 days before the election. Undercurrent law, absentee voting in person is available beginning 45 days prior to the election.

Election administration; deputy general registrars;recommended number. Requires the State Board of Elections to adopt guidance for determining the recommended number of deputy registrarsto serve in a county or city based on the size of the county's orcity's population as of the most recent decennial census and prohibitsa local electoral board from setting a number in excess of such recommendation. The bill allows for additional deputy registrars to be appointedif the local electoral board determines that a greater number thanthe State Board's recommended number for a county's or city's populationis needed and the local governing body approves such number. The billalso requires the Department of Elections to convene a work groupno later than July 1, 2024, to advise and collaborate with the State Board on the development of such guidance and directs the work groupto complete its work and make public such guidance no later thanDecember 1, 2024. The provisions of the bill other than the requirementfor the Department to convene the work group have a delayed effectivedate of January 1, 2025.
