Board of Accountancy; powers and duties. Repeals the requirement for an annual audit of the Board of Accountancy and amends several Code provisions relating to the Board. The bill changes the Secretariat of the Board from the Secretary of Commerce and Trade to the Secretary of Finance. The bill authorizes the Board to initiate complaints against (i) individuals or firms claiming to hold a Virginia license, as defined in the bill, and (ii) unlicensed individuals or firms using the certified public accountant title in Virginia, as defined in the bill. The bill also grants the Executive Director of the Board the power to request and receive reports from the Central Criminal Records Exchange in conjunction with the Executive Director's investigative and enforcement powers. Finally, the bill directs the Board to adopt emergency regulations to implement the provisions of the bill. This bill is identical to SB 463.

Animal Cruelty Conviction List established.Requires the Superintendent of State Police to establish no laterthan January 1, 2027, and to maintain the Animal Cruelty ConvictionList and to make the List available to the public on the websiteof the Department of State Police. The bill specifies that the Listinclude the names of persons convicted of certain felony animal crueltyoffenses on or after July 1, 2024. The bill requires persons convictedof any such offense to pay a fee of $50 per conviction to fund themaintenance of the List. The bill also requires the Department toremove a person's name and information from the List 15 years afterits listing if he has no additional felony conviction of any such offense.
Virginia Public School Construction Grants Programand Fund; career and technical education programs eligible. Directsthe Board of Education to revise the guidelines on the administrationof the Virginia Public School Construction Grants Program to explicitlyclarify that grants provided to a qualifying school division underthe Program may be used for construction, additions, infrastructure,site acquisition, and renovations for buildings and facilities usedfor career and technical education programs provided at a regionalcomprehensive school. The bill also provides that "public schoolbuildings and facilities" or "public school buildings" for the purposesof the Program includes any school building or facility used forcareer and technical education programs provided at any regionalcomprehensive school.
Bridges; state of good repair; allocation offunds. Designates bridges with a general condition rating, definedin the bill, of no more than five for at least one major bridge componentas eligible for state of good repair funds. Currently, bridges mustbe structurally deficient to be eligible. The bill authorizes theuse of state of good repair funds for improvements anticipated toextend the useful life of a bridge by at least 10 years. The billapplies to new project allocations made by the Commonwealth TransportationBoard after June 1, 2025.
Department of Motor Vehicles; fees. Reducesthe fee for the issuance of an original, duplicate, reissue, or renewalspecial identification card without a photograph; authorizes theDepartment of Motor Vehicles to negotiate with the Department ofHealth to retain a portion of the $12 fee for each copy of a vitalrecord that the Department of Motor Vehicles issues in lieu of collectingthe $2 processing fee required by current law; and removes feesspecific to transportation network companies for certificates issuedby the Department of Motor Vehicles and provides that such companiesare subject to the same fees that apply to all applicants for originallicenses, permits, or certificates and transfer of a license or certificate.
Retail sales and use tax; exemptions for nonprofit entities. Increases from $1 million to $2 million the minimumthreshold for gross revenue of a nonprofit entity that allows theDepartment of Taxation to require such entity to provide a financialaudit before receiving a federal income tax exemption. The bill requiresthat, beginning January 1, 2025, and every five years after thatdate, the $2 million threshold be adjusted according to the Consumer Price Index for food and beverages, all urban consumers (CPI-U) forthe previous five-year period.
Veterinary medicine; traineeships. Allowsany veterinary medicine licensure applicant enrolled in a traineeshipprogram to engage in the limited practice of veterinary medicine,as that term is defined by the Board of Veterinary Medicine, underthe direct supervision of a licensed veterinarian. The bill directsthe Board to adopt emergency regulations to implement the provisionsof the bill.
Active-duty status for any service member injured while in the line of duty. Provides that the Adjutant General may maintain state active-duty status for any service member injured while in the line of duty during the course of a state active-duty mission who is unable to return to civilian employment for a period of up to 90 days after the date of the service member's injury.
Center for Rural Virginia; name change. Renames the Center for Rural Virginia as the Senator Frank M. Ruff, Jr. Center for Rural Virginia. This bill is identical to SB 704.
Department of Medical Assistance Services; Department of Behavioral Health and Developmental Services; slot-retention requests; Developmental Disability waivers; sunset. Directs the Department of Medical Assistance Services and the Department of Behavioral Health and Developmental Services to amend their regulations to allow for support coordinators to request and subsequently obtain approval of consecutive waiver slot-retention requests for a period of up to 365 calendar days for individuals who have been assigned a Developmental Disability waiver slot. Current regulations allow for four consecutive 30-day slot-retention extensions. The bill sunsets on June 30, 2026, and is identical to SB 610.
