Emergency Services and Disaster Law; limitation on duration of executive orders.

Emergency Services and Disaster Law; limitationon duration of executive orders. Limits the authority of theGovernor to issue an executive order declaring a state of emergencythat restricts, limits, or prohibits otherwise lawful action by a private business, nonprofit entity, or individual for a period morethan 45 days in duration unless the General Assembly votes by a two-thirdsmajority to approve a period longer than 45 days. If the GeneralAssembly does not approve such extension, the Governor is prohibitedfrom issuing a rule, regulation, or order for the same emergency. The General Assembly is permitted to extend the executive order toa date requested by the Governor or to a date of the General Assembly'schoosing, but it shall not approve the extension to a date beyondthe first full week of the next regular session of the General Assembly,unless such date is requested by the Governor. The bill contains technical amendments.

Dairy Producer Margin Coverage Premium AssistanceProgram; emergency. Expands eligibility for participation inthe Dairy Producer Margin Coverage Premium Assistance Program toinclude dairy producers who have an approved Natural Resource ConservationService nutrient management or soil health plan developed by an approvedplanner. The bill also changes the application deadline from February1 to May 15 each year and includes an emergency clause.

Virginia Small Estate Act; funeral expenses of decedent.

Virginia Small Estate Act; funeral expensesof decedent. Provides that any person holding the small estateof a decedent shall pay the funeral director or funeral service establishmenthandling the funeral of the decedent at the request of a successorof such an estate. Under current law, such payment is discretionaryand made to the undertaker or mortuary.
