Requires the Board of Education, in establishing high school graduation requirements, to permit students to exceed a full course load in order to participate in courses offered by an institution of higher education that lead to a degree, certificate, or credential at such institution.
Directs the Department of Transportation to begin the initial design and related assessments for remediating the American Legion Bridge at the earliest time possible once necessary decisions have been made by the state of Maryland. The Department shall submit the design and assessments in a report to the General Assembly when available.
Increases from $200 to $500 the threshold amount of money taken or value of goods or chattel taken at which the crime rises from petit larceny to grand larceny. The bill increases the threshold by the same amount for the classification of certain property crimes. This bill is identical to
Directs Dominion Virginia Energy to conduct a pilot program, not exceeding 10 megawatts in the aggregate, under which any public school in the Commonwealth that generates more electricity from a wind-powered or solar-powered generation facility than it consumes in a billing period may either credit the excess electricity to the metered accounts of one or more other schools in the school division or be paid for the excess electricity at the contractually negotiated rate.
Adds any locality or person that owns a historical African American cemetery to the list of qualified organizations able to receive funds for the preservation of historical African American cemeteries and graves. The bill also allows any locality to receive and hold such funds on behalf of any qualified organization until such time as the organization is able to receive or utilize the funds. The bill requires that the owner of a historical African American cemetery allow reasonable ingress and egress to such cemetery by members of an organization qualified to receive funds for cemetery care and maintenance.
Creates a program for local, regional, or statewide notification of a critically missing adult, defined as an adult whose whereabouts are unknown, who is believed to have been abducted, and whose disappearance poses a credible threat to his health and safety.
Creates the Henrietta Lacks Commission to establish through a public-private partnership the Henrietta Lacks Life Sciences Center in Halifax County as a cancer research and treatment center designed to (i) transform and accelerate cancer research and treatment through the use of biodata tools, (ii) provide tailored cancer treatment medicine to an underserved portion of rural Southside Virginia, and (iii) incubate new biotech businesses across the Southside Virginia region. The bill requires the Commission to annually submit a report on its interim activity and work to the Governor and General Assembly. The bill has an expiration date of July 1, 2021.
