Department of Education; annual teacher compensation review; report. Requires the Department of Education to conduct an annual review of teacher compensation that takes into consideration the Commonwealth's compensation for teachers relative to member states in the Southern Regional Education Board. The bill requires the Department to report its findings to the Governor, the General Assembly, and the School Board by June 1 of each year. Current law requires the Director of Human Resource Management to complete a biennial review of teacher compensation.

Health care providers; screening of patientsfor prenatal and postpartum depression; training. Directs theBoards of Medicine and Nursing to adopt regulations requiring licenseeswho provide primary, maternity, obstetrical, or gynecological healthcare services to complete a training program on prenatal and postnatal depression in women. Such training program shall include informationon risk factors for and signs and symptoms of prenatal and postnatal depression, resources for the treatment and management of prenataland postnatal depression, and steps the practitioner can take tolink patients to such resources. The bill also requires the Boardof Medicine to adopt regulations requiring licensees who provide primary,maternity, obstetrical, or gynecological health care services toscreen all patients who are pregnant or who have been pregnant withinthe previous five years for prenatal or postnatal depression or other depression, as appropriate.
Group homes; licensure; certain information required. Requires every applicant for licensure or renewal of a license to establish, conduct, maintain, or operate or continue to operate a group home at which services for individuals with mental health or substance use disorder are offered to submit to the Department of Behavioral Health and Developmental Services, together with such application, financial information; information about services and staffing; and a statement of (i) the legal name of the applicant and, if the applicant is an association, partnership, limited liability company, or corporation, the names and addresses of its officers, agents, sponsors, partners, shareholders, or members and (ii) the legal name under which the applicant, any entity that operates group homes that is affiliated with or under common ownership or control with the applicant, and any entity that operates group homes and that is affiliated with or under common ownership or control with any officer, agent, sponsor, partner, shareholder, or member of the applicant to which a license to operate a group home has been issued in any other state, together with a list of the states in which such licenses have been issued and the dates for which such licenses were issued. The bill also provides that in the case of an application for licensure as a children's residential facility, such application shall contain information regarding any complaints, enforcement actions, or sanctions against a license to operate a children's residential facility held by the applicant in another state and that the investigation into such application conducted by the Department of Social Services shall include consideration of any complaints, enforcement actions, or sanctions against a license to operate a children's residential facility held by the applicant in another state.
Deeds not taxable; deeds involving only spouses. Replaces the term "husband and wife" with "spouses" for purposes of the recordation tax exemption for certain deeds.

Coal ash ponds; private wells and public water supply wells; resident notification. Requires a utility, defined in the bill as the owner or operator of a coal ash pond in the Chesapeake Bay watershed, to complete a survey of all private wells and public water supply wells within 1.5 miles of each of its ponds by October 1, 2020, and to notify residents via mail and a local newspaper posting that the survey will be conducted.
Public institutions of higher education; in-state tuition; children of active duty service members or veterans. Provides that any child of an active duty member or veteran who claims Virginia as his home state and filed Virginia tax returns for at least 10 years during active duty service is eligible for in-state tuition charges, regardless of domicile. The provisions of the bill are contingent on funding in a general appropriation act.
Water protection permits; administrative withdrawal. Authorizes the State Water Control Board to administratively withdraw an individual or a general coverage water protection permit application if it is incomplete or for failure by the applicant to provide the required information after 60 days from the date of the latest written information request made by the Board. Prior to an administrative withdrawal, the bill requires the Board to provide (i) notice to the applicant and (ii) an opportunity for an informal fact-finding proceeding. The bill also authorizes an applicant to request suspension of an application review by the Board that does not affect the Board's ability to administratively withdraw the application.
State and local correctional facilities; treatment ofprisoners known to be pregnant or who are parents of minor children. Providesfor rules and regulations regarding the treatment, control, and education of prisonersknown to be pregnant and prisoners who are parents of minor children in stateand local correctional facilities. The bill requires the Department ofCorrections to include in the training it provides for deputy sheriffs and jailofficers, state correctional officers, and juvenile correctional officers whomay have contact with pregnant inmates training on the general care of pregnantwomen and the impact of restraints, restrictive housing, and body cavitysearches on such inmates. The bill requires the Director of the Department ofCorrections, to the extent practicable, after accounting for security andcapacity factors, to place prisoners who are parents of minor children in afacility as close as possible to such children. The bill also provides that thesheriff, jail superintendent, or other jail administrator shall prescribe rulesfor local or regional jails to ensure that when physical contact is requiredbetween an officer and an inmate and when the inmate is required bycircumstances to disrobe, the officer shall be the same gender as the inmateand that such rules may allow for the suspension of such provisions during theperiod of a declared emergency. Additionally, when contact is required betweena jail or correctional officer and an inmate and when the inmate is required todisrobe and the officer is not the same gender as the inmate, the bill requiresthe officer to submit a written report to the official in charge of the stateor local correctional facility within 72 hours following the incident,containing the justification for the suspension of the requirement that suchinstance occur only during the period of a declared emergency. The bill furtherprovides that the Director of the Department of Corrections is authorized toprescribe reasonable rules regarding visitation that shall includeauthorization of visitation by minor dependents of prisoners who are parents ofminor children with Level 1 or Level 2 security classifications.
School meal debt; donations. Permits anyschool board to solicit and receive any donation or other funds forthe purpose of eliminating or offsetting any school meal debt atany time during the school year and requires each school board touse any such funds solely for such purpose, provided, however, thatno such funds are obtained in an illegal or illicit manner. The billprovides that if a school board receives a donation that does notentirely eliminate or offset the total school meal debt at any timeduring the school year, the school board shall distribute the donation proportionately among each school meal debt.
