State Air Pollution Control Board; regulations; low-emissions and zero-emissions vehicle standards. Repeals theState Air Pollution Control Board's authority to implement low-emissionsand zero-emissions vehicle standards that apply for vehicles witha model year of 2025 and later.
Voter registration; proof of citizenship. Requiresany person applying to register to vote to provide proof of his UnitedStates citizenship. The bill provides that the general registrarsshall reject any voter registration application not accompanied byone of the proofs of citizenship enumerated in the bill. Under theprovisions of the bill, any person who is registered in the Commonwealthon July 1, 2024, shall be deemed to have provided satisfactory proofof citizenship and shall not be required to submit proof of citizenship so long as the person remains registered in the Commonwealth.
Voter registration by political party affiliation;partially closed primary elections. Adds party affiliation, beginningJanuary 1, 2025, to the information that an applicant is asked toprovide when registering to vote. The applicant may indicate thathe is an independent. The bill specifies that voters registered priorto January 1, 2025, will be designated as independent unless theyprovide a political party affiliation to the general registrar. Votersmay change their political party affiliation or independent statusby written notice at any time before the registration records areclosed prior to an election. The bill also provides that voters whoare on the permanent absentee voter list will receive primary ballotsfor the political party with which they are registered as affiliated.Finally, the bill requires the state party chairman of each politicalparty to file written notice with the State Board of Elections byJanuary 31 of each year stating the rules adopted by the duly constitutedauthorities of the state political party for participation in theparty's primaries to be held from April 1 of that year through March31 of the following year.
Certification of boiler and pressure vesseloperators by localities. Repeals an existing statute that allowslocalities by ordinance to require certification of boiler and pressurevessel operators.
Validity of conservation easements; open-spaceland; public body. Requires the public body to hold a conservationeasement or the public body acquiring real property for open-space land to determine that the limitations or obligations fromacquiring such easement or real property for open-space land conformin all respects to the comprehensive plan for the area in which theeasement or real property is located.
Virginia Public Procurement Act; public workscontracts; project labor agreements. Removes the statutory authorityfor any public body, including any state or local government, whenengaged in procuring products or services or letting contracts forconstruction, manufacture, maintenance, or operation of public works,to require bidders to enter into or adhere to project labor agreementson the public works projects.
State Air Pollution Control Board; motor vehicleemissions standards. Repeals the requirement that the State AirPollution Control Board implement a low-emissions and zero-emissionsvehicle program for motor vehicles with a model year of 2025 andlater. The bill prohibits the Board from adopting or enforcing anymodel year standards related to control of emissions from new motorvehicles or new motor vehicle engines, including low-emission vehicleand zero-emission vehicle standards pursuant to the federal CleanAir Act and prohibits the Commonwealth from requiring any new motorvehicle or new motor vehicle engine to be certified as compliantwith model year standards related to the control of emissions adoptedby California for which a waiver has been granted pursuant to thefederal Clean Air Act.
