Human trafficking investigators; licensing by the Department of Criminal Justice Services.

Human trafficking investigators; licensing bythe Department of Criminal Justice Services. Authorizes the Departmentof Criminal Justice Services to register and issue licenses for humantrafficking investigators. The bill provides that a human traffickinginvestigator is a private investigator who is GSA compliant and engagesin the business of, or accepts employment to make, investigationsto obtain information on sex trafficking or severe forms of traffickingas defined in the federal Trafficking Victims Protection Act of 2000and in the federal Justice for Victims of Trafficking Act of 2015.

Unpaved secondary highway funds; improvements;report. Provides that improvements to nonsurface treated secondaryhighways may, at the discretion of the locality, include changesother than paving, including enhanced maintenance and capital improvementsto such highway. The bill directs the Department of Transportationto review and consider methods of improving unpaved secondary highwaysother than paving such highways and report its findings and recommendationsto the Chairs of the House and Senate Committees on Transportationby November 1, 2024.

Assisted living facilities and group homes; location in localities.

Location of assisted living facilities and grouphomes. Prohibits localities from allowing certain assisted livingfacilities and group homes with eight or fewer residents approvedby the locality on or after July 1, 2024, to be located within onemile of a similar pre-existing assisted living facility or group home,provided such enforcement is in compliance with applicable stateand federal fair housing laws.
