Constitutional amendment (first reference);environmental justice. Establishes that it is the policy of theCommonwealth to follow the principles of environmental justice inthe development, implementation, and enforcement of environmentallaws, regulations, and policies and to ensure that no population,especially minority, low-income, or historically economically disadvantagedcommunities, faces higher levels or greater impacts of pollutionand climate change than other populations.

Comprehensive health care coverage program; DMAS to establish.

Comprehensive health care coverage program.Directs the Department of Medical Assistance Services (the Department)to establish a program to provide state-funded comprehensive healthcare coverage for individuals in the Commonwealth who (i) are youngerthan 19 years of age, aged 65 years or older, or pregnant; (ii) arenot covered under a group health plan or health insurance coverage;and (iii) but for their immigration status, would be eligible formedical assistance services through the Commonwealth's program ofmedical assistance services established pursuant to Title XIX andTitle XXI of the federal Social Security Act. The bill also requiresthe Department to ensure that all program information is made availablein a manner that is accessible to individuals with limited Englishproficiency through the provision of language access services, includingoral interpretation and written translations, free of charge, andto ensure that information obtained by the program established bythis section remains confidential and is not disclosed for any purposenot related to the administration of the program.

Uniform Statewide Building Code; livability standards.

Uniform Statewide Building Code; livabilitystandards. Expands the list of provisions in the Uniform Statewide Building Code related to recognized standards of health and safety required to be present in buildings and structures to include standardsrelated to (i) the accumulation and growth of mold, (ii) plumbingleaks or issues, (iii) air conditioning and heating equipment and running hot water, and (iv) the removal of lead paint and paint thatis flaking.

Disaster or emergency; disconnection prohibitionsfor certain utilities. Prohibits electric, gas, water, and wastewaterutilities from disconnecting service to a residential customer fornonpayment of bills or fees during a declared state of emergency,emergency, major disaster, disaster, resource shortage, or localemergency, as those terms are defined in the Code. The prohibitionlasts for 60 days after the state of emergency, emergency, majordisaster, disaster, resource shortage, or local emergency has endedor state or local officials determine that the prohibition need nolonger be in place.

Sales and use tax; exemption for incontinenceproducts. Provides a sales and use tax exemption for nondurableincontinence products such as diapers, disposable undergarments,pads, and bed sheets. Under current law, such products are taxedat a reduced state sales and use tax rate of 1.5 percent and the standard local rate of one percent.

Electronic toll collection device; notifications.

Electronic toll collection device; notifications. Requires the Department of Transportation to offer holders of anE-ZPass the option to receive an electronic notification when suchdevice passes through an electronic toll collection system. The billrequires that a customer have the option to opt in and out of suchnotifications, subject to verification of account privileges, online,by phone, and via the E-ZPass mobile application.

Private towing; one-hour limitation.

Private towing; one-hour limitation. Prohibitsprivate towing from a parking lot or area where there is no fee forparking within one hour of the vehicle's being parked. The bill creates exemptions for vehicles parked in a manner that is otherwise prohibitedby law or vehicles parked in residential parking or in spaces reservedfor hotel or motel guests. The bill provides that a person in violationof this requirement is civilly liable to the owner of the vehicleor his agent for double the amount of the towing and storage feesincurred. The bill requires local ordinances authorizing privatetowing to contain the same requirements.
