Noncitizens of the United States; terminology.Removes the term "alien" as it pertains to persons who are not citizensor nationals of the United States and replaces it with synonymouslanguage, as appropriate, throughout the Code of Virginia.
Virginia Public Procurement Act; preference for plastic recycled materials. Requires the Department of General Services (DGS), in determining the award of any contract for plastic materials to be purchased for use by agencies of the Commonwealth, to procure using competitive sealed bidding and give preference to bidders that supply materials containing plastic recycled content, as long as such materials are cost competitive with materials that do not contain plastic recycled content. The bill directs DGS to promulgate regulations to (i) in consultation with the Virginia Manufacturers Association, define "cost competitive" for purposes of the implementation of the bill and (ii) establish a system that requires an incremental increase in the minimum percentage of plastic recycled content required to be included in materials in order for a bidder to be given preference in the procurement process, as follows: (a) 10 percent plastic recycled content by January 1, 2025; (b) 20 percent plastic recycled content by January 1, 2028; and (c) 30 percent plastic recycled content by January 1, 2030.
Conveyance of certain property; conditions.Provides that if the Commonwealth conveys all or part of the parcelsdescribed in the deed of gift entered into on December 29, 2004,between Rabbit Creek, LP and the Commonwealth of Virginia, Departmentof Game and Inland Fisheries to the Shenandoah Valley BattlefieldsFoundation, any deed related to the conveyance (i) shall include acondition that the property be maintained and open to public useand (ii) shall provide that if such condition is not met, the propertyshall revert to the Commonwealth.

Unlawful hazing; penalty. Amends the definitionof hazing to include the reckless or intentional act of causing anotherperson to suffer severe emotional distress through outrageous orintolerable conduct when the severe emotional distress was causedby the outrageous or intolerable conduct. The bill also makes thecrime of hazing a Class 5 felony if such hazing results in deathor serious bodily injury to any person. The crime of hazing that doesnot result in death or serious bodily injury remains a Class 1 misdemeanor.The bill provides immunity for arrest and prosecution for hazingif a person in good faith seeks or obtains emergency medical attentionfor a person who has received a bodily injury by hazing or rendersemergency care or assistance, including cardiopulmonary resuscitation(CPR), to a person who has received a bodily injury by hazing whileanother person seeks or obtains emergency medical attention for suchperson. The bill also creates a civil penalty for certain organizationsif such organization had specific credible knowledge that its studentmembers were participating, aiding, or assisting in any act of hazingand did not attempt to intervene to stop the hazing or report itto the appropriate local authorities.
