Roadways; operation under HCA to operate instead under PPTA.

Commissioner of Highways; roadways operating under the Virginia Highway Corporation Act of 1988 to operate under the Public-Private Transportation Act of 1995. Directs the Commissioner of Highways to evaluate whether it is in the public interest for any roadway operated pursuant to the Virginia Highway Corporation Act of 1988 to operate instead under the authority and requirements provided by the Public-Private Transportation Act of 1995 (PPTA). The bill authorizes the Commissioner, if he determines it is in the public interest for any such roadway to operate under the PPTA and if the Secretary of Transportation and the Transportation Public-Private Partnership Steering Committee concur, to negotiate and execute a new comprehensive agreement with the operator of such roadway to operate under the authority and requirements provided by the PPTA. The bill has an expiration date of January 1, 2024.

Local law enforcement; certain reports to school principals and division superintendents.

Local law enforcement; certain reports to schoolprincipals and division superintendents; form and scope. Requires local law-enforcement authorities to report in writing, and theprincipal or his designee and the division superintendent to receive each such report, on (i) any suspected offense, offense for whichany charge has been filed, or offense that is subject to investigation,that was committed by a student enrolled at the school if the offensewould be a felony if committed by an adult or would be a violationof the Drug Control Act and occurred on a school bus, on school property,or at a school-sponsored activity, or would be an adult misdemeanor involving certain enumerated incidents, and (ii) whether the studentis released to the custody of his parent or, if 18 years of age orolder, is released on bond. Current law does not require such reportsto be in writing and only applies to student offenses but does notspecify whether such reports are required to be made for student offenses that are suspected, charged, or subject to investigation.

Brown v. Board of Education Scholarship Program Fund; unused funds, etc.

Brown v. Board of Education Scholarship ProgramFund; unused funds; Enslaved Ancestors College Access Scholarshipand Memorial Program benefits. Requires any moneys remainingin the Brown v. Board of Education Scholarship Program Fund, includinginterest thereon, at the end of each fiscal year to be distributedin equal parts to each of the five public institutions of highereducation that are required to implement and execute the EnslavedAncestors College Access Scholarship and Memorial Program (the Program)for the sole purpose of providing the tangible benefit that is requiredto be provided pursuant to the Program. Current law requires such moneys to remain in the Brown v. Board of Education Scholarship ProgramFund.
