Higher educational institutions, public; tuition and fee increases, notice and public comment.

Prohibits the governing board of each public institution of higher education from approving an increase in undergraduate tuition or mandatory fees without providing students, certain parents, and the public notice of and an opportunity to provide public comment at a board meeting in advance of any vote on such an increase.

Child abuse and neglect; founded reports regarding former school employees.

Requires local departments of social services to notify the appropriate school board without delay if the subject of a founded complaint of child abuse or neglect was, at the time of the investigation or the conduct that led to the report, an employee of a school division located within the Commonwealth. Currently, such reporting is only required if the subject of the complaint is an employee of a school division at the time the complaint is determined to be founded.
