Interior lights; operator requirements. Requiresthe operator of a motor vehicle, autocycle, road roller, road machinery,or tractor truck equipped with an interior light or lights and usedon a highway to ensure that such lights are in good working order.The bill further requires an operator of any such vehicle equipped with interior lights to illuminate at least one such light, includingthe light in closest proximity to the front seats, immediately uponstopping after having received a visible or audible signal from anylaw-enforcement officer to bring his motor vehicle to a stop betweensunset and sunrise. The bill contains technical amendments.

Public schools; electives on the Hebrew Scriptures/OldTestament and the New Testament. Requires local school boardsto offer as an elective in grades nine through 12 with appropriatecredits toward graduation a course, either in a traditional classroomsetting or in a virtual classroom setting, on the Hebrew Scriptures/Old Testament of the Bible or the New Testament of the Bible or a combinedcourse on both. The bill requires the Board of Education to developStandards of Learning and curriculum guidelines for such courses.The bill provides that the purpose of such courses is to introducestudents to biblical content, characters, poetry, and narrativesthat are prerequisites to understanding contemporary society andculture, including literature, art, music, mores, oratory, and publicpolicy. The bill prohibits students from being required to use a specific translation of a religious text when taking the coursesand provides that such courses shall maintain religious neutralityand shall not endorse, favor, promote, disfavor, or show hostility toward any particular religion or nonreligious perspective.

Throwing or depositing grass upon certain highways; penalty. Makes it a Class 3 misdemeanor for any person to intentionally throw or deposit or intentionally cause to be deposited grass orgrass clippings upon any paved highway with a speed limit of 35 milesper hour or greater.

State parks; lifetime senior parking pass. Directs the Department of Conservation and Recreation to establish a lifetime senior parking pass card that authorizes any person who has paid a one-time fee and has reached the age of 60 to park at any of Virginia's state parks without being required to pay a parking fee at any such park.

Income tax subtraction for retirement incomeof certain federal employees. Establishes, starting in taxableyear 2020, an income tax subtraction for 20 percent of the retirementincome of retirees covered under the federal Civil Service RetirementSystem (CSRS).

Virginia taxable income; subtractions; volunteer firefighters and volunteer emergency medical services personnel.Provides a state income tax subtraction of $20 per hour, up toa maximum of 300 hours per taxable year, for bona fide volunteerswho perform qualifying services, defined in the bill as volunteerfirefighting and fire prevention services, emergency medical services,auxiliary police officers, ambulance services, emergency rescue services,and all training and training-related activities required by law.

Virginia National Guard; state active duty for emergency response; pay and allowances for members. Establishes rates of pay and allowances for members of the Virginia National Guard and Virginia Defense Force.

Possession, purchase, and transport of certainfirearms in certain localities; withholding state funds. Allowsa person to lawfully possess, purchase, or transport a firearm orfirearms magazine that he would otherwise be lawfully permitted to possess, purchase, or transport on January 1, 2020, while he isin a locality that has adopted or enforced any ordinance, resolution,or motion that declares such locality a sanctuary for Second Amendmentrights. The bill also provides that no funds payable by the Commonwealthto a locality for any and all purposes shall be withheld from a localitysolely on the basis of such locality adopting or enforcing any ordinance,resolution, or motion that declares such locality a sanctuary for Second Amendment rights.
