Elections; absentee voting; ballots to be sortedand results to be reported by precinct. Provides that absentee ballots processed at a central absentee precinct must be sorted bythe precinct to which the voter who cast the absentee ballot is assignedand that the resulting vote totals from such ballots must be reportedseparately for each voter precinct.
Elections; voting systems; reporting absenteeresults by precinct. Includes in the definition of "voting system"on-demand ballot printing systems and ballot marking devices usedto manufacture or mark ballots to be cast by voters on electronicvoting and counting machines. The bill also requires general registrarsto report to the Department of Election the number and results ofabsentee ballots cast by voters assigned to each precinct in theregistrar's locality. The Department will establish standards forascertaining and reporting such information.
Virginia Retirement System; enhanced retirement benefits for 911 dispatchers. Adds 911 dispatchers to the list of local employees eligible to receive enhanced retirement benefits for hazardous duty service. Under current law, localities may provide such benefits to first responders, including firefighters and emergency medical technicians, and certain other hazardous duty positions.
Joint transportation meeting; National CapitalRegion Transportation Planning Board. Directs the CommonwealthTransportation Board to invite the National Capital Region TransportationPlanning Board to participate in and present information at the jointtransportation meeting held annually concerning projects in PlanningDistrict 8.
Department of Education; school division maintenancereserve tool. Requires the Department of Education, in consultationwith the Department of General Services, to develop or adopt and maintain a data collection tool to assist each school board to determinethe relative age of each public school building in the local schooldivision and the amount of maintenance reserve funds that are necessaryto restore each such building. The bill requires each school boardto provide to the Department of Education in a timely fashion thelocal data that is necessary to ensure that such tool remains relevantand useful for the determination of maintenance reserve needs. Thebill requires the Department of Education to consider converting or using as a template the Department of General Services' M-R FIXtool to meet the above requirement to maintain such a tool. This bill is a recommendation of the Commission on School Constructionand Modernization.
Emergency custody and temporary detention; transportation; transfer of custody. Provides that, in cases in which transportation of a person subject to an emergency custody order or temporary detention order is ordered to be provided by an alternative transportation provider, the primary law-enforcement agency that executes the order may transfer custody of the person to the alternative transportation provider immediately upon execution of the order, and that the alternative transportation provider shall maintain custody of the person from the time custody is transferred to the alternative transportation provider by the primary law-enforcement agency until such time as custody of the person is transferred to the community services board or its designee that is responsible for conducting the evaluation or the temporary detention facility, as is appropriate. The bill also adds employees of and persons providing services pursuant to a contract with the Department of Behavioral Health and Developmental Services to the list of individuals who may serve as alternative transportation providers. The bill also requires the Department of Behavioral Health and Developmental Services to expand its existing contract for the provision of alternative transportation of a person who is subject to a temporary detention order or enter into new contracts for alternative transportation of a person who is subject to a temporary detention order to ensure sufficient availability of alternative transportation providers to take custody of and provide alternative transportation for all persons for whom alternative transportation is ordered.
