Telework expenses tax credit; expiration.Reinstates the telework expenses tax credit for taxable years 2020and 2021. Under current law, the tax credit expired for taxable yearson or after January 1, 2019. The bill removes the application processfor claiming the credit and directs the Tax Commissioner to developand update procedures and guidelines for claiming the credit at thetime eligible employers file their taxes for the previous taxableyear.

Student assessments; language translation. Requires each school board to establish a process for the translation of certainstatutorily required student assessments and any accompanying assessmentinstructions into the native language of each student who will participatein such assessments.
State of good repair funds; bridges subjectto repeated flooding. Makes bridges that are subject to repeatedflooding eligible for state of good repair funding. Under currentlaw, structurally deficient bridges and highways with deficient pavement conditions are eligible for state of good repair funds.
Department of Taxation; period of limitations; amended returns; refunds. Increases the period within which a taxpayer may file an amended return with the Department of Taxation from three years to seven years from the last day prescribed by law for the timely filing of the return. The bill increases the period within which a refund may be made for overpayment upon discovery by the Department or on written application of the taxpayer from three years to seven years from the last day prescribed by law for the timely filing of the return.
Department of Transportation; speed limits; Planning District 8. Requires the Virginia Department of Transportation to assess the speed limit of any road in Planning District 8 that has a speed limit of 55 miles per hour and has an intersection within 1,000 feet of any public elementary or secondary school and within 2,000 feet of a road curvature.
Right to work. Repeals the provisions ofthe Code of Virginia that, among other things, prohibit any agreementor combination between an employer and a labor union or labor organizationwhereby (i) nonmembers of the union or organization are denied theright to work for the employer, (ii) membership in the union or organization is made a condition of employment or continuation ofemployment by such employer, or (iii) the union or organization acquiresan employment monopoly in any such enterprise.
Guardian ad litem; compensation; order of the court. Provides that in any civil action in which a guardian ad litem is appointed and for which the compensation and payment of expenses of such guardian ad litem are not otherwise provided for, a court may order that such compensation and expenses be paid by the Commonwealth for good cause shown.
Constitutional amendment (second resolution);reapportionment; technical adjustments permitted. Gives the GeneralAssembly the authority to make technical adjustments to legislative electoral district boundaries following the enactment of any decennial reapportionment law. Such adjustments may be made solely for thepurpose of causing legislative electoral district boundaries to coincidewith the boundaries of voting precincts established in the countiesand cities and shall be permitted only to the extent necessary toaccomplish this purpose. Any change made shall be consistent withany criteria for legislative electoral districts adopted for thepreceding decennial redistricting.
Fall cankerworm; spraying prohibited exceptthrough opt-in program. Prohibits localities from spraying pesticidesintended to suppress an infestation of the fall cankerworm on anyproperty unless the owner of the property requests such sprayingthrough an opt-in program operated by the locality.
General Assembly meetings; streaming and recording. Requires the Clerk of the House of Delegates and the Clerk of theSenate to ensure that every (i) subcommittee or committee meetingof a standing committee of the General Assembly, regardless of meetingdate, and (ii) floor session of the House of Delegates or the Senate,including any joint session of the houses, is streamed with closedcaptioning, recorded and archived. The bill defines "stream" and specifiesthat a qualifying meeting is one the date and time of which havebeen scheduled on a public website of any agency of the General Assemblyfor at least one hour prior to the meeting and that takes place inthe State Capitol, the Pocahontas Building, or the General AssemblyBuilding in Richmond. The bill has a delayed effective date of October1, 2020.
