Requires the Boardof Medicine to adopt and implement policies that require each practitionerlicensed by the Board who has direct contact with persons who areor may become pregnant to complete two hours of continuing educationrelated to implicit bias, defined in the bill, and cultural competencyin health care at least once every other license renewal cycle.

Handguns; firearm locking device required for sale or transfer, child safety warning required.

Firearm locking device required for sale or transfer of handguns; child safety warning required; penalty. Makes it a Class 1 misdemeanor for any licensed manufacturer, licensed importer, or licensed dealer to sell, deliver, or transfer any handgun to any person, other than a licensed manufacturer, licensed importer, or licensed dealer, unless the transferee is provided with a locking device for such handgun and the handgun is accompanied by a warning, in conspicuous and legible type in capital letters printed on a label affixed to the gun and on a separate sheet of paper included within the packaging enclosing the handgun, that handguns should be locked and kept away from children and that there may be civil and criminal liability for failing to do so. The bill provides exceptions for law-enforcement and governmental agencies. This bill was incorporated into HB 158.

Stillbirth Support Grant Program; established.

Stillbirth Support Grant Program. Establishesthe Stillbirth Support Grant Program for the purpose of providinggrants to individuals who delivered a stillborn child, as definedby the bill, to assist with out-of-pocket costs associated with suchdelivery. Under the bill, an application for such a grant must besubmitted within the same calendar year as such delivery of a stillborn child occurs.

Constitutional amendment; qualifications of voters, right to vote, persons not entitled to vote.

Constitutional amendment (first reference);qualifications of voters; right to vote; persons not entitled tovote. Provides that every person who meets the qualificationsof voters set forth in the Constitution of Virginia shall have thefundamental right to vote in the Commonwealth and that such rightshall not be abridged by law, except for persons who have been convictedof a felony and persons who have been adjudicated to lack the capacityto understand the act of voting. A person who has been convicted ofa felony shall not be entitled to vote during any period of incarcerationfor such felony conviction, but upon release from incarceration forthat felony conviction and without further action required of him,such person shall be invested with all political rights, includingthe right to vote. Currently, in order to be qualified to vote aperson convicted of a felony must have his civil rights restoredby the Governor or other appropriate authority. The amendment also provides that a person adjudicated by a court of competent jurisdictionas lacking the capacity to understand the act of voting shall notbe entitled to vote during this period of incapacity until his capacityhas been reestablished as prescribed by law. Currently, the Constitutionof Virginia provides that a person who has been adjudicated to bementally incompetent is not qualified to vote until his competencyis reestablished.
