Firefighters Cancer Screening Grant Program and Fund; established.

Firefighters Cancer Screening Grant Program and Fund established. Creates the Firefighters Cancer Screening Grant Program and Fund to award grants to localities for costs incurred in providing certain cancer detection tests to firefighters. The bill provides that in any year that the amount of funds in the Firefighters Cancer Screening Fund reduces to zero and the Fund does not receive a separate appropriation, the Grant Program and Fund shall expire.

Health insurance; large group policies; coverage for scalp treatment during cancer chemotherapy treatment. Requires health insurance carriers offering policies in the large group market to provide coverage for scalp cooling systems for the preservation of hair during cancer chemotherapy treatment. Provisions of the bill apply to health insurance policies, contracts, and plans delivered, issued for delivery, or renewed in the large group market in the Commonwealth on and after January 1, 2027.

Individuals with developmental disabilities; provides to conduct emergency medical drills, etc.

Department of Behavioral Health and Developmental Services; Board of Behavioral Health and Developmental Services; regulations; providers; sanctions; emergency medical drills. Directs the Board of Behavioral Health and Developmental Services to adopt regulations requiring providers of services for individuals with developmental disabilities to conduct regular emergency medical drills that prepare employees for situations where individuals receiving services require emergency medical treatment and train staff to perform cardiopulmonary resuscitation. The bill also requires the Department of Behavioral Health and Developmental Services to impose sanctions on providers for human rights violations if such violations pose a threat to health, safety, or the life of individuals receiving services.

Youth, Virginia Commission on; nonlegislative citizen member, person younger than 18 years of age.

Virginia Commission on Youth; membership; nonlegislative citizen member; person younger than 18 years of age. Requires at least one of the nonlegislative citizen members appointed by the Governor to the Virginia Commission on Youth to be a minor at the time of appointment. The bill provides that a minor nonlegislative citizen member who reaches 18 years of age during the term to which he was appointed is permitted to continue to serve until his term expires. Under current law, nonlegislative citizen members serve terms of four years; the bill provides that minor nonlegislative citizen members serve terms of two years.

Transportation funding; consideration of sidewalks for certain project prioritization.

Transportation funding; project prioritization; sidewalks. Authorizes the consideration of the use of sidewalks and new sidewalk projects for certain project prioritization processes that apply statewide and to the Northern Virginia Transportation Authority, for purposes of transportation funding, and expands the permissible use of certain revenues by the Northern Virginia Transportation Authority for capital improvements that reduce congestion to new sidewalk projects.

Real Estate Board; an applicant for new real estate license to certify criminal history info.

Professions and occupations; regulation of real estate brokers, salespersons, and rental location agents; other powers and duties of the Real Estate Board; licensure; criminal history certification. Directs the Real Estate Board to promulgate regulations requiring an applicant for a new real estate license to certify his criminal history on his application. The bill further provides procedures for the Board to follow in granting licensure after applications are submitted but before criminal history is received. Finally, the bill directs the Board to require an applicant to certify on his license renewal application that he has no criminal history that he has not previously disclosed.

Public utilities; vegetation management in public parks. Requires a public utility, when managing trees, shrubs, or other plants located in any public park owned or operated by a locality, to consult with the locality and aim to trim or prune such trees, shrubs, or other plants only to the extent necessary to preserve the reliability of service.

SUDP; Office of Chief Medical Examiner to publish information on its website.

Sudden Unexpected Death in Epilepsy; protocol; information; training. Requires the Office of the Chief Medical Examiner to take certain actions upon the finding that an individual died from Sudden Unexpected Death in Epilepsy (SUDEP), defined in the bill. The bill directs the Office of the Chief Medical Examiner to publish information on SUDEP and a SUDEP death investigation form on its website. Additionally, the bill requires the Chief Medical Examiner and local medical examiners to complete training in the investigation of SUDEP on a triennial basis.
