Elections; campaign finance; contributions frompersons that are not individuals; source of funds reporting requirements.Prohibits any person that is not an individual from making any contributionin excess of $20,000 that is not a bundled contribution composedof amounts attributable to individual donors to a candidate, campaign committee, political action committee, political party committee,referendum committee, or inaugural committee. The bill also prohibitsthe acceptance of any such contribution. Any such committee that accepts bundled contributions is required to report the completeidentifying information of all the individual contributors whosecontributions compose the bundled contribution, regardless of theamount of the bundled contribution attributed to any such individual.

Institutions of higher education; immunity from disciplinary action in certain cases involving a good faith reportof an act of sexual violence. Includes the Virginia MilitaryInstitute Board of Visitors among the governing boards of publicinstitutions of higher education that are each required to includeas part of its policy, code, rules, or set of standards governingsexual violence a provision for immunity from disciplinary actionfor certain individuals who make good faith reports of acts of sexual violence. Under current law, the Virginia Military Institute Boardof Visitors is exempted from such requirement. The bill also requiresthe governing board of each nonprofit private institution of highereducation and each public institution of higher education to includeas part of its policy, code, rules, or set of standards governingsexual violence a provision for immunity from disciplinary actionbased on curfew violation in any case in which disclosure of suchviolation is made in conjunction with a good faith report of an actof sexual violence. Under current law, such boards are only requiredto include such a provision for immunity from disciplinary actionbased on personal consumption of drugs or alcohol.
Health insurance; coverage for the diagnosisof and treatment for infertility and standard fertility preservationservices. Requires health insurance policies, subscription contracts,and health care plans to provide coverage for the diagnosis and treatment of infertility and for standard fertility preservation procedures,defined in the bill.
Campaign advertisements; independent expenditures; electioneering communications; disclaimer requirements. Broadensthe scope of disclaimer requirements for campaign advertisementsto include electioneering communications, as defined in the bill,and messages advocating for the passage or defeat of a referendum.The bill also requires an advertisement that is an independent expenditureor expressly advocates for the passage or defeat of a referendum,to contain a disclaimer providing the names of the sponsor's three largest contributors or individuals representing a contributor thatis not an individual.
State park fees; Virginia National Guard andVirginia Air National Guard. Directs the Department of Conservationand Recreation to establish a policy that entitles any active dutymember of the Virginia National Guard or the Virginia Air NationalGuard, and the accompanying spouse or dependent of such person, topay no fees for access or parking at state parks.

Department of Historic Resources; the GreenBook. Directs the Department of Historic Resources to developa program to identify, publicize, and educate the public about sitesin the Commonwealth featured in the Green Book.
Secretary of Health and Human Resources; wholesale prescription drug importation program. Directs the Secretaryof Health and Human Resources (the Secretary) to establish a wholesaleprescription drug importation program that complies with the requirementsof federal law and to report annually by October 1 to the Governorand the Chairmen of the House Committees on Appropriations and Health,Welfare and Institutions and the Senate Committees on Finance andAppropriations and Education and Health on the wholesale prescriptiondrug importation program. The bill also requires the Secretary to(i) convene a workgroup composed of relevant stakeholders to developa plan for implementation of the wholesale prescription drug importationprogram and report the plan to the Governor and the Chairmen of theHouse Committees on Appropriations and Health, Welfare and Institutions and the Senate Committees on Finance and Appropriations and Educationand Health by December 1, 2022, and (ii) seek such federal approvals,waivers, exemptions, or agreements as may be necessary to enableall covered entities enrolled in or eligible for the federal 340BDrug Pricing Program to participate in the wholesale prescriptiondrug importation program to the greatest extent possible withoutjeopardizing their eligibility for the 340B Drug Pricing Programby July 1, 2023.
Right to unionize. Repeals the provisionsof the Code of Virginia that, among other things, prohibit any agreementor combination between an employer and a labor union or labor organizationwhereby (i) nonmembers of the union or organization are denied the right to work for the employer, (ii) membership in the union or organizationis made a condition of employment or continuation of employment bysuch employer, or (iii) the union or organization acquires an employmentmonopoly in any such enterprise.
