Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.

Revitalizing American Priorities for Infrastructure Development Act or the RAPID Act This bill revises the transportation infrastructure finance and innovation (TIFIA) program to (1) require program applicants to obtain investment grade ratings from at least two credit rating agencies, unless the federal credit instrument is less than $150 million (currently, less than $75 million), in which case one rating will suffice; (2) require the Department of Transportation (DOT) to implement an expedited decision time line for public agency borrowers seeking secured loans; and (3) require DOT to publish status reports on program applications on the TIFIA website.
Reassurance On Commitments Act of 2021 or the ROC Act This bill prohibits using funds made available to the Department of State for FY2022 to implement or enforce any policy that restricts representatives of Taiwan (such as members of Taiwan's armed forces or representatives of its government) or the Taipei Economic and Cultural Representative Office from displaying symbols of Taiwan's sovereignty for official purposes.
Eliminate the Digital Divide Act of 2021 This bill requires the Federal Communications Commission to establish a program to provide funding to states for expanding access to broadband service in unserved areas. States must distribute these funds to certain broadband service providers for projects that offer a low-cost broadband service option for low-income subscribers. The bill also provides funding to carry out this program.
Military Family Violence Prevention Act This bill requires the Department of Defense (DOD) to take various actions and implement programs related to the prevention of and response to domestic violence and child abuse and neglect among military families. Specifically, the bill requires DOD to report on current and recommended staffing levels for the Family Advocacy Programs (FAPs) of the Armed Forces at each installation, ensure that appropriate statistical data on incidents report to the FAPs is shared among and across the Armed Forces, establish a pilot program to assess the feasibility and advisability of various mechanisms to inform families about the FAPs and resiliency training of the Armed Forces during their enrollment in the Defense Enrollment Eligibility Reporting System, report on the results of the study conducted by the Defense Department Advisory Committee on Women in the Services that includes information on initial entry points for use by members of military families seeking support for domestic abuse or child abuse and neglect, and modify internal policy related to FAPs to enhance collaboration among the specified DOD programs (e.g., the Defense Suicide Prevention Office). Each military department must improve the information available to military families on the services available in connection with domestic abuse or child abuse and neglect. Finally, the bill requires the Inspector General of DOD to report on best practices among military installations in prevention and response to domestic abuse and child abuse and neglect among military families.
Building United States Infrastructure and Leveraging Development Act or the BUILD Act This bill increases from $15 billion to $30 billion the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds.
Civics Secures Democracy Act This bill provides resources to expand educational programs in American civics and history, including by establishing grant and fellowship programs and reauthorizing various programs. First, the bill authorizes the Department of Education (ED) to award grants to states, qualified nonprofit organizations, institutions of higher education (IHEs), and qualified researchers to support and expand access to civics and history education. Next, the bill establishes a fellowship program to diversify the civics and history education workforce. In addition, the bill reauthorizes through FY2027 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill revises the grant program to authorize ED to award grants to IHEs once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources. Further, the bill reauthorizes through FY2022 and revises the Harry S. Truman Memorial Scholarship Trust Fund and the James Madison Memorial Fellowship Trust Fund. Finally, the bill requires the National Assessment of Educational Progress in civics and history to be administered every two years to certain grade levels.
Success for Rural Students and Communities Act of 2021 This bill establishes a grant program through which the Department of Education may award funds to eligible partnerships to support rural postsecondary education and economic growth and development in rural communities. A grant recipient must be a partnership whose members represent at least three designated types of organizations, specifically (1) a local educational agency or educational service agency serving a rural area, (2) an institution of higher education (IHE), (3) a regional economic development entity, or (4) a rural community-serving organization with demonstrated success supporting rural students in accessing higher education and attaining degrees. A grant recipient must use awarded funds to carry out no fewer than two specified activities, namely (1) improving postsecondary enrollment rates for rural secondary school students, (2) increasing enrollment and completion rates of rural nontraditional students in degree programs at IHEs, (3) creating or strengthening academic programs at rural-serving IHEs to prepare graduates to enter into high-need occupations in the regional and local economies, or (4) generating local and regional economic development that creates employment opportunities for rural students with postsecondary degrees.
College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.
Energy Security Cooperation with Allied Partners in Europe Act of 2021 This bill establishes requirements related to U.S. international energy strategy. Applications to export natural gas to North Atlantic Treaty Organization (NATO) member countries, Japan, and certain other countries shall be granted on an expedited basis without modification or delay. The President shall impose sanctions on a person that provides certain equipment, investment, or services to the Russian government or related entities for constructing or servicing Russian energy export pipelines. The Department of State shall report to Congress on a strategy to enhance the energy security of NATO member countries and increase U.S. energy exports to such countries.
