Maddy summaryThe GUARD Act allows state, local, and tribal law enforcement agencies to use existing federal grant funds to investigate elder financial fraud (targeting elderly or disabled individuals), "pig butchering" scams (where victims are tricked into investing in fake crypto schemes), and general financial fraud. It requires agencies to hire specialized staff, use technology tools for tracking scams, and report annually on how funds were used and their impact on fraud statistics. The bill also mandates two key federal reports: one to Congress on scam trends and enforcement actions, and another detailing annual consumer losses and government spending on fraud prevention. These provisions aim to improve coordination between law enforcement, financial institutions, and federal agencies to combat evolving fraud schemes.
Maddy summaryThe Combating Money Laundering, Terrorist Financing, and Counterfeiting Act of 2026 strengthens U.S. laws against financial crimes by increasing penalties for bulk cash smuggling, clarifying how money laundering cases involving commingled funds can be prosecuted, and prohibiting money laundering through informal value transfer systems like hawalas. It expands the definition of money services businesses, creates new requirements for threat analysis of remittance systems used for illicit activities, and updates counterfeiting laws to better address modern financial crime methods. The bill affects financial institutions, money services businesses, and law enforcement agencies by providing clearer legal standards and new enforcement tools. It also updates wiretap authority for certain money laundering and counterfeiting offenses and expands the international money laundering statute to include tax evasion. The law aims to close loopholes that enable money laundering and terrorist financing while ensuring financial systems remain secure.
Maddy summaryS 3761, the Student Loan Bond Expansion Act of 2026, modifies federal tax rules to make it easier for states and local governments to issue bonds that fund student loans. The bill exempts "qualified student loan bonds" from two key restrictions: the annual limit on tax-exempt bond issuance (volume cap) and the alternative minimum tax calculation. This change allows more such bonds to be issued without triggering these tax rules, directly benefiting state or local entities that issue these bonds to support student loan programs. The law applies to bonds issued after the bill's enactment date.

Maddy summaryThis bill establishes a two-year demonstration project to test whether the VA should cover FDA-cleared over-the-counter hearing aids (like those sold in stores without a prescription) for eligible veterans. It directly affects veterans with mild-to-moderate hearing loss who are enrolled in VA care, have a clinical evaluation confirming medical need, no contraindications, and access to smartphone technology. The project compares outcomes and costs between veterans using FDA-approved OTC hearing aids and those using professionally fitted prescription aids across multiple VA facilities. The results will inform whether the VA should permanently cover OTC hearing aids under existing law, measuring both health benefits and fiscal impact.
Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
Maddy summaryThis bill enhances congressional oversight of Foreign Intelligence Surveillance Court proceedings while extending key surveillance authorities. It requires courts to allow full physical or audio/video access for lawmakers and staff (replacing prior restricted procedures) and establishes a formal process for Congress to appoint up to 8 "amicus curiae" observers. The bill also extends the FISA Amendments Act of 2008's surveillance authorities from 2-year to 8-year renewal periods. These changes directly affect congressional oversight capabilities and the operational timeline for intelligence agencies conducting foreign surveillance under FISA.
Maddy summaryS 3627, the Pregnant Students’ Rights Act, requires colleges and universities participating in federal student aid programs to provide clear information about pregnancy-related resources and accommodations to all enrolled students. The bill mandates annual email notifications, inclusion in student handbooks and orientations, and availability at health centers and websites, detailing campus/community resources, available accommodations, and how to file Title IX complaints. It specifically covers students planning to or currently pregnant who wish to carry a baby to term. The law focuses solely on disseminating existing information and does not create new rights or accommodations. (Bill text amended under Section 485 of the Higher Education Act.)
Maddy summarySRES 585 is a commemorative resolution honoring Ben Nighthorse Campbell, a former U.S. Senator from Colorado and the first Native American to chair the Senate Committee on Indian Affairs.
