Requires each local school board to adopt policies that (i) prohibit school board employees from requiring a student who cannot pay for a meal at school or who owes a school meal debt to do chores or other work to pay for such meals or wear a wristband or hand stamp and (ii) require school board employees to direct any communication relating to a school meal debt to the student's parent, which may be made by a letter addressed to the parent to be sent home with the student. Makes several changes to the Virginia Community College System to ensure a standard quality of education at all comprehensive community colleges, and to ensure in the transfer of community college credit to four-year public institutions of higher education in order to provide higher education as efficiently and cost effective as possible. The bill requires the development of a standard Passport Program and a Uniform Certificate of General Studies program to be offered at each community college. Initially, the Passport Program course offerings would be accepted as credit at a four-year institution, unless a four-year institution had applied for and received a waiver from accepting a particular course for a particular major, with a goal of making all courses in the Uniform Certificate transferrable. Four-year institutions, in cooperation with the Community College System, would be required to map out career education pathways to allow students to see the classes necessary to complete a four-year degree in a particular field of study. The Virginia Community College System would be required to create a single online repository where the public may access all transfer agreements and dual enrollment agreements with four-year institutions. Finally, the State Board for Community Colleges is required to implement an annual review for each community college, and to standardize the course offerings across the community college system.
Prohibits a local planning commission from delaying the official submission of any proposed plat, site plan, or plan of development by requiring presubmission conferences, meetings, or reviews. The bill eliminates exemptions (i) for deficiencies caused by changes, errors, or omissions occurring in the applicant's plat, site plan, or plan of development filings after the initial submission of such plat, site plan, or plan of development and (ii) from the review and approval of construction plans.

Requires the Department of Elections to provide to the general registrars a list of registered voters who have been found through list comparisons and data-matching exchanges with other states to be registered in another state.
Adds four legislative members, two from each house, to the Transportation District Commission of Hampton Roads. The bill provides that nonlegislative members shall have experience in at least one of the following fields: (i) transit planning, transportation planning, or land use planning; (ii) transit or transportation management or management of other public sector operations; (iii) public budgeting or finance; (iv) corporate communications; (v) government oversight; or (vi) local or state government.
Authorizes any county with a population of less than 3,000 to adopt an ordinance, after holding a public hearing, imposing a fee to fund the provision of emergency medical services in the county.
Permits participants in the election day page program to assist in the counting of unmarked ballots at any time, at the direction and under the direct supervision of the chief officer of election. Currently, election pages are only permitted to assist in the counting of unmarked ballots prior to the opening of the polls.
Provides that no request for modification of spousal support based on a material change in circumstances or the terms of stipulation or contract shall be denied solely on the basis of the terms of any stipulation or contract that is executed on or after July 1, 2018, unless such stipulation or contract contains specific language set out in the bill.
Requires a licensed funeral director, funeral service licensee, or representative of the office of the state anatomical program who first assumes custody of a dead body to complete and file a certificate of death with the State Registrar of Vital Records using the Electronic Death Registration System and provides that when a death occurs under the care of a hospice provider, the medical certification shall be completed by the decedent's health care provider and filed electronically with the State Registrar of Vital Records using the Electronic Death Registration System for completion of the death certificate. Directs the Commissioner of Social Services to issue a license to a facility operated or conducted under the auspices of a religious institution established in 1978, and located in Atkins, Virginia, at the intersection of Pierce Road and Freedom Tabernacle Lane that receives no public funds and that meets the standards for licensed child-caring institutions as adopted by the Board of Social Services and in effect on January 1, 1987. The bill sunsets on July 1, 2021.
Deems certain property owned by the Norfolk Chapter of the Izaak Walton League of America to have been exempt from taxation pursuant to the 1902 Constitution of Virginia. The current Constitution provides that property exempt from taxation on the effective date of the constitutional revisions shall continue to be exempt until otherwise provided by the General Assembly. The bill provides that such exemption shall not be construed to provide the Norfolk Chapter of the Izaak Walton League of America a claim for a refund for any property taxes paid on such property prior to January 1, 2017.
