HB 1517: Adoption; creates tax credit for qualified expenses.

Adoption tax credit. Creates a tax creditfor taxable years 2024 through 2028 that may be claimed by an individualor married couple filing jointly for qualified adoption expenses,as defined in the bill. The bill imposes certain limitations onwho may claim this credit and how much credit may be claimed basedon a taxpayer's Virginia adjusted gross income.

HB 1308: Tangible personal property; removes $950 million cap on amount of tax relief reimbursed to locality.

Tangible personal property tax relief; rateof taxation. Removes the $950 million cap, beginning in tax year2025 and all tax years thereafter, on the amount of tangible personalproperty tax relief reimbursed to localities by the Commonwealth.The bill requires, for tax year 2025 and all tax years thereafter,each county, city, or town to reduce its local tax rate on qualifyingvehicles to no greater than $0.000001 per $100 of assessed value of the qualifying vehicle.

Consumer reporting agencies; medical debt.Prohibits a consumer reporting agency from making any consumer reportcontaining any adverse item of information that the consumer reportingagency knows or should know concerns medical debt except in the caseof any consumer report to be used in connection with a credit transactioninvolving a principal amount that exceeds the national conformingloan limit value for a one-unit property as determined annually bythe Federal Housing Finance Agency.

HB 180: Radar detectors; use and sale of devices to detect radar, etc.

Radar detectors. Authorizes the use andsale of devices and mechanisms to detect a radar, laser, or otherdevice or mechanism employed by law-enforcement personnel to measurethe speed of motor vehicles on the highways of the Commonwealth forlaw-enforcement purposes, commonly known as radar detectors. Thebill retains the prohibition on the use of such devices in a commercialmotor vehicle.

HB 1196: Virginia Waterway Maintenance Grant Program; grant funding.

Virginia Port Authority; Virginia WaterwayMaintenance Grant Program; grant funding; projects. Clarifiesthe circumstances under which the Virginia Port Authority may awardgrant funding from the Virginia Waterway Maintenance Grant Program for the construction and management of dredged material. The billprovides that such funding may be used for the lease, purchase, ordevelopment of upland containment areas where dredged material canbe selectively excavated and used beneficially for environmentalrestoration or for mitigation of coastal erosion. The bill also amendsan existing provision allowing funding for the mitigation of coastalerosion or flooding of dredged materials to require such dredgedmaterials be from an approved waterway dredging project conductedby the Commonwealth.

HB 1380: Real property tax; assessment of real property used for affordable housing.

Real property tax; assessment of real propertyused for affordable housing. Requires the duly authorized realestate assessor of a locality to appraise affordable rental housingin accordance with the income approach, as described by the bill.The bill provides that, should the duly authorized real estate assessorfail to follow generally accepted appraisal practices, the assessmentwill not be entitled to a presumption of correctness, and if the owner then successfully appeals such assessment, the locality shallreimburse the owner for attorney fees and costs incurred.

HB 741: Nuclear energy electric generation facilities; permitting.

Department of Environmental Quality; nuclearenergy electric generation facilities; permitting. Redefines "small renewable energy projects" as "small clean energy projects"and adds an electrical generation facility with a rated capacitynot exceeding 300 megawatts that generates electricity only fromnuclear energy located in Planning District 1 (LENOWISCO), 2 (CumberlandPlateau), 3 (Mount Rogers), or 4 (New River Valley Region) to thedefinition for purposes of the regulation of such projects by theDepartment of Environmental Quality. The bill requires the Departmentto limit the permitting of such facilities pursuant to the definitionand directs the Department to develop the applicable permit by rule regulations for such nuclear energy projects to be effective assoon as practicable.

Electric utilities; underground transmissionlines. Provides that the construction and reconstruction of any underground, in whole or in part, electrical transmission linesof at least 69 kilovolts and less than 500 kilovolts along a highwayright-of-way under the jurisdiction of the Department of Transportationin Planning District 8 where a data center proposal is under constructionin an area located within a half mile of a National Battlefield Park and within one mile of a state forest is in the public interest.
