HR 6575: CommonGround for Affordable Health Care Act

HR 6575, the CommonGround for Affordable Health Care Act, extends enhanced premium tax credits for health insurance through 2026, directly benefiting millions of lower and middle-income Americans purchasing coverage through the ACA marketplace. The bill modifies income thresholds for premium subsidies, creating new income tiers that maintain or increase financial assistance for households earning up to 1,000% of the poverty level. It includes provisions to prevent fraud in health insurance exchanges by imposing civil penalties on agents and brokers who provide false information, and requires transparency in pharmacy benefit manager contracts to improve drug pricing accountability. The legislation also extends the annual open enrollment period for health insurance exchanges for the 2026 plan year, allowing more time for people to enroll or change coverage.

HR 4993: Joe Fiandra Access to Home Infusion Act of 2025

This bill expands Medicare coverage for home infusion therapy by changing how external infusion pumps and certain non-self-administered drugs are treated as durable medical equipment. It requires that these items be covered if three conditions are met: the drug's FDA-approved instructions require professional supervision, a qualified home infusion supplier administers/supervises the therapy at home, and the drug requires at least 12 infusions annually (either IV/subcutaneous or at pump-requiring rates). The bill directly affects Medicare beneficiaries needing long-term infusion drugs and qualified home infusion therapy suppliers. It also mandates that Medicare notify patients about cost-sharing differences between home infusion therapy and other care settings. This policy change clarifies coverage for specific home-based infusion treatments under defined safety and frequency requirements.

HR 4503: ePermit Act

ePermit Act This bill establishes requirements related to digitizing environmental reviews conducted under the National Environmental Policy Act of 1969 (NEPA). The Council on Environmental Quality (CEQ) must develop, publish, and iteratively update data standards for the collection and curation of certain data related to environmental reviews. CEQ must also design, test, and build prototype tools for environmental reviews. Additionally, CEQ must publish guidance to assist relevant agencies in implementing such standards as well as certain minimum functional requirements, such as data sharing that enables automated transfer of relevant data among federal agencies. Federal agencies responsible for environmental reviews or authorizations must implement the data standards and such minimum functional requirements. To the maximum extent practicable, CEQ and such agencies must iteratively develop and maintain a unified interagency data system consisting of interconnected federal agency systems and shared services for environmental reviews and authorizations, including a common interactive, digital, cloud-based authorization portal. Within a year, CEQ must oversee a pilot of shared services for environmental reviews and authorizations, including the portal. To the maximum extent practicable, CEQ must develop and implement the unified interagency data system by December 1, 2027.

Key provisions include requiring written employment agreements outlining wages and hours, providing earned sick days for health and safety needs, establishing fair scheduling practices with advance notice requirements, protecting privacy rights, and prohibiting unfair wage deductions. The bill also extends civil rights protections under Title VII of the Civil Rights Act to domestic workers and creates a Domestic Employee Standards Board to recommend workplace standards.

S 3393: Support UNFPA Funding Act

This bill authorizes $74 million annually for fiscal years 2026 and 2027 to restore U.S. funding for the United Nations Population Fund (UNFPA), directly supporting its global reproductive health programs. It specifically funds UNFPA's work to end preventable maternal deaths, address unmet contraceptive needs, prevent gender-based violence, and combat harmful practices like female genital mutilation and child marriage across 150+ countries. The funding applies to UNFPA's core operations in humanitarian crises (e.g., Yemen, Afghanistan, Sudan) and excludes programs in China. This would reverse the 2025 funding halt that already caused health center closures and service disruptions for millions of women and girls.

S 2950: Scam Compound Accountability and Mobilization Act

The Scam Compound Accountability and Mobilization Act establishes a strategy to combat cyber-enabled fraud operations run by transnational criminal organizations from "scam compounds" that use human trafficking victims for forced criminality. The bill requires the State Department to create a global strategy within 180 days of enactment, identify enabling countries (those permitting scam operations) and impacted countries, and coordinate international efforts to prevent recruitment fraud and support trafficking survivors. It authorizes sanctions against foreign individuals or entities that support scam operations, including financial sanctions, visa restrictions, and asset seizures. The strategy will be implemented through an interagency task force that will monitor progress, update the strategy as needed, and report annually to Congress. The bill expires seven years after enactment.

S 2708: Appalachian Trail Centennial Act

The Appalachian Trail Centennial Act establishes a formal framework for managing the Appalachian National Scenic Trail and other national historic and scenic trails through cooperative partnerships. It designates the Appalachian Trail Conservancy as the official "Designated Operational Partner" for the Appalachian Trail, formalizing their role in trail operations, maintenance, and volunteer coordination. The bill creates structured processes for land protection planning, visitor capacity assessments, and economic impact studies of trail use on nearby communities ("gateway communities"). It also defines clear roles for Federal agencies (like the Department of the Interior and Agriculture) in administration while strengthening partnerships with volunteer organizations and local communities. The legislation aims to formalize and strengthen the century-old volunteer-based management model that has been central to the Appalachian Trail's success.

HR 6528: Tracking and Restricting Adversarial Circumvention of Embargoes Act of 2025

This bill requires the Director of National Intelligence to submit a report within 180 days of enactment detailing China's purchases of Iranian oil and financial transactions supporting Iran's ballistic missile program since 2020, including how China uses shell companies and transshipment points to avoid sanctions. The report must cover assessments of these activities and be sent to Congress and the Treasury Department. Six months after the report is submitted, the Treasury Secretary must determine whether China is engaging in sanctionable activities and report that finding to Congress. The bill directly affects U.S. government agencies (National Intelligence Director, Treasury, and Congress) and targets China's circumvention of sanctions on Iran.

HR 6509: SAFE Drugs Act of 2025

HR 6509, the SAFE Drugs Act of 2025, limits how often pharmacies and healthcare providers can create custom drug formulations that copy standard medications. It restricts compounding any drug essentially identical to a commercially available product to no more than 20 times per month for individual patients. The bill also requires pharmacies compounding such drugs for out-of-state patients more than 20 times monthly to report details to the FDA, while exempting hospital pharmacies. These changes aim to improve safety oversight of non-standard drug compounding by setting clear limits and reporting rules.
