This resolution expresses the condolences of the Senate regarding the death of the Honorable Mike Enzi, former Senator for Wyoming.
Ensuring Survivor Benefits during COVID-19 Act of 2021 This bill requires the Department of Veterans Affairs (VA) to obtain a medical opinion that determines whether a service-connected disability was the principal or contributory cause of death for a veteran who died from COVID-19. Specifically, the VA must obtain this determination before notifying a claimant for survivor benefits of the final decision regarding such benefits in any case where a dependency and indemnity compensation claim is filed in relation to a veteran with one or more service-connected disabilities who dies, the death certificate for the veteran identifies COVID-19 as the principal or contributory cause of death, the death certificate does not clearly identify any of the service-connected disabilities as the principal or contributory cause of death, the veteran's service-connected disability includes a condition more likely to cause severe illness from COVID-19, the claimant is not entitled to certain dependency and indemnity compensation benefits, and the evidence to support the claim does not result in a preliminary finding in favor of the claimant. The VA must provide information to veterans, their dependents, and veterans service organizations about applying for dependency and indemnity compensation when a veteran dies from COVID-19. Such information must be available through the VA's website and via other outreach mechanisms.
Securing Universal Communications Connectivity to Ensure Students Succeed Act or the SUCCESS Act This bill provides additional funding for the Emergency Connectivity Fund, which supports remote learning during the COVID-19 emergency period by covering reasonable costs of laptop and tablet computers, Wi-Fi hotspots, modems, routers, and broadband connectivity purchases for off-campus use by students, school staff, and library patrons.
Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
This resolution designates June 2021 as National Post-Traumatic Stress Awareness Month and June 27, 2021, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.
Supporting Our Direct Care Workforce and Family Caregivers Act This bill requires the Department of Health and Human Services (HHS) to set up a national technical assistance center and grant program to support the direct care workforce and family caregivers. HHS must consult with the Department of Labor, the Department of Education, and the Centers for Medicare & Medicaid Services on these efforts. Specifically, HHS must establish a national technical assistance center to develop recommendations for curricula to educate and train direct care workers and family caregivers, disseminate strategies to strengthen the direct care workforce, and carry out related activities. Additionally, HHS must award grants for recruiting, training, and retaining direct care workers and supporting family caregivers. Eligible grantees include state and tribal governments, certain labor unions and employers, institutions of higher education, and other nonprofits, as well as partnerships of such entities. Grant recipients must agree to consult with the state Medicaid agency unless that agency receives the grant directly or as part of a partnership.
3D Printed Gun Safety Act of 2021 This bill makes it unlawful to intentionally publish digital instructions for programming a three-dimensional printer to make a firearm.
Keeping Gun Dealers Honest Act of 2021 This bill modifies the requirements and penalties applicable to an individual who engages in the business of dealing, importing, or manufacturing firearms (i.e., a federal firearms licensee, or FFL). Among other things, the bill does the following: increases the allowable number of annual compliance inspections; authorizes the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to hire at least 80 additional personnel to conduct additional inspections; increases the maximum prison term for an FFL or licensed collector who knowingly makes a false statement or representation in required firearms records; allows the ATF to require an FFL to conduct physical inventories if the FFL unlawfully transfers a firearm or if 10 or more crime guns are traced back to the FFL; allows the ATF to deny an application for a federal firearms license if it would endanger public safety or if the applicant is unlikely to comply with the law; and modifies the liability standard for an FFL who fails to comply with laws or regulations.
This joint resolution nullifies the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review rule published by the Environmental Protection Agency on September 14, 2020. The rule finalized amendments to new source performance standards under the Clean Air Act for the oil and natural gas sector, such as an amendment that removed limitations on methane emissions from such sector.
This joint resolution nullifies the final rule issued by the Office of the Comptroller of the Currency titled National Banks and Federal Savings Associations as Lenders and published on October 30, 2020. The rule requires that to be considered a lender, a national bank or federal saving association must, as of the date of origination of the loan (1) be named as the lender in the loan agreement, or (2) fund the loan.
