Preventing Foreign Attempts to Erode Healthcare Innovation Act This bill prohibits the use of federal funds to support, allow, or facilitate the negotiation or approval of any measure at the World Trade Organization to waive intellectual property rights, including the waiver proposed by India and South Africa to suspend certain provisions of the Agreement on Trade-Related Aspects of Intellectual Property Rights to facilitate the prevention, containment, and treatment of COVID-19.

Putting First Responders First Act This bill modifies the requirements for calculating taxable income to allow first responders to exclude from gross income certain service-connected disability payments received as part of a pension or annuity after reaching the age of retirement. The bill applies to law enforcement officers, employees in fire protection activities, and individuals who provide out-of-hospital emergency medical care.
Hizballah in Latin America Accountability Act of 2021 This bill establishes requirements related to activities of Hizballah in Latin America and the Caribbean. Specifically, the President must impose property- and visa-blocking sanctions on foreign persons determined to have knowingly engaged in significant transactions with, or provided material support to, Hizballah in a Latin American or Caribbean country. The Department of the Treasury, in consultation with the Department of State, must report on illicit activities of Hizballah in Latin America and the Caribbean. This report must include (1) an estimate of how much of Hizbollah's budget derives from such activities, (2) an assessment of interagency efforts and progress in countering such activities, and (3) an identification of financial institutions in Latin America and the Caribbean known to be operating on behalf of or with ties to Hizballah. The Department of Homeland Security must seek to improve (1) data sharing among trade transparency units with respect to operations against malign actors among Latin American and Caribbean countries, and (2) cooperation with federal agencies with respect to trade transparency units.
Merger Filing Fee Modernization Act of 2021 This bill modifies and expands the schedule for graduated merger filing fees and requires that such fees be adjusted each year based on the Consumer Price Index.
This resolution designates the week beginning November 8, 2021, as National Pregnancy Center Week.
This resolution expresses support for the goals and ideals of National Nurses Week.
Ensuring Access to General Surgery Act of 2021 This bill requires the Health Resources and Services Administration (HRSA) to study access by underserved populations to general surgeons. Specifically, HRSA must study (1) whether the health professional shortage area designation under the National Health Service Corps (NHSC) program accurately assesses adequacy of access to general surgeons, (2) whether another measure would be more accurate, and (3) potential methodologies for designating general surgery shortage areas. (The NHSC provides scholarships and student loan repayment awards to primary care, dental care, and mental health care providers who agree to work in areas that HRSA designates as having a shortage of those particular types of providers.) HRSA must also publish data comparing the availability and need of general surgery services in urban, suburban, and rural areas. On the basis of its study, HRSA may establish a methodology for designating general surgery shortage areas and make such designations. If any designations are made, HRSA must publish a list of general surgery shortage areas.
