To amend the Internal Revenue Code of 1986 to expand the meaning and eligibility of energy communities for purposes of the increased renewable electricity production and increased clean electricity investment credit rates.

Maddy summaryThis bill expands tax credit eligibility for renewable energy projects by broadening the definition of "energy communities" under two existing tax provisions. It specifically adds non-metropolitan (rural) areas to the list of eligible locations for the increased renewable electricity production credit (Section 45) and removes a restriction affecting the clean electricity investment credit (Section 48E). As a result, renewable energy developers in rural communities will now qualify for higher tax credits previously limited to urban areas. The changes align with permanent provisions from the Inflation Reduction Act, making these expanded credits available for projects in non-urban locations.

DSH in Tennessee Act

Maddy summaryHR 6393, the "DSH in Tennessee Act," permanently restores and guarantees specific federal hospital funding for Tennessee starting in fiscal year 2026. It directs the federal government to provide Tennessee with a Disproportionate Share Hospital (DSH) allotment equal to the state's 2015 level, adjusted annually for inflation based on the Consumer Price Index. This funding directly supports hospitals in Tennessee that serve large numbers of low-income patients, ensuring they receive consistent federal financial assistance. The bill treats Tennessee as a "low DSH state" for future funding calculations, establishing a permanent, inflation-adjusted funding formula.

Muslim Brotherhood Terrorist Designation Act of 2025

Maddy summaryThis bill would amend the Anti-Terrorism Act of 1987 to designate the Muslim Brotherhood as a terrorist organization and prohibit its operations within the United States. It would require the President to designate the Muslim Brotherhood as a foreign terrorist organization under immigration law and impose new visa restrictions, including immediate revocation of current visas, for individuals identified as members. The bill mandates annual reports from the Secretary of State identifying Muslim Brotherhood branches worldwide and determining which should be designated as terrorist organizations under existing laws. These provisions would directly affect Muslim Brotherhood members, branches, and affiliated organizations seeking entry to or operating within the United States.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Litigation Transparency Act of 2025

Maddy summaryHR 1109, the Litigation Transparency Act of 2025, requires parties and their lawyers in civil lawsuits to disclose to the court and other parties the identity of any person or group that could receive payment if the case succeeds (like investors or lenders), and to provide copies of related agreements. Exceptions apply for simple loan repayments (with interest limits) or attorney fee reimbursements. AM Radio for Every Vehicle Act of 2025

Maddy summaryThis bill requires all new passenger vehicles manufactured for sale in the U.S. to include AM radio as standard equipment (not an optional add-on) by 2027-2028, depending on manufacturer size. It mandates that AM radio receivers must be easily accessible to drivers and allows compliance through digital AM broadcast technology. During a transition period, manufacturers must clearly label vehicles without AM radio but cannot charge extra for this feature. The bill also mandates a GAO study on AM radio's role in emergency alerts and includes a 10-year sunset provision for the rule. It preempts state laws regarding AM radio access in vehicles.
