Curbing Realistic Exploitative Electronic Pedophilic Robots Act 2.0 or the CREEPER Act 2.0 This bill establishes new criminal offenses for conduct involving child sex dolls. Specifically, it makes it a crime to import, transport, buy, sell, distribute, or possess a child sex doll. A violator is subject to criminal penalties—a fine, a prison term, or both.

This resolution expresses support for the designation of Rare Disease Day.

Protecting Providers Everywhere in America Act or the PPE in America Act This bill makes temporary changes to the management of the inventory of diagnostic testing supplies and personal protective equipment in the Strategic National Stockpile. Through FY2026, the Department of Health and Human Services (HHS) must source a certain amount of those products from domestic manufacturers. Additionally, HHS must periodically assess and take steps to manage the inventory of those products. This includes, as appropriate, transfers or sales to federal agencies and health care facilities. The bill also provides HHS with additional authorities to manage the inventory. For example, HHS may enter into arrangements with manufacturers to establish revolving stockpiles to mitigate the risk of products expiring. HHS must report on its efforts to maintain the stockpile's inventory of testing supplies and personal protective equipment.

Coronavirus Medicaid Response Act This bill increases the Medicaid federal matching rate, also known as the Federal Medical Assistance Percentage (FMAP), for states and U.S. territories that experience economic downturns (i.e., high unemployment) beginning on or after January 1, 2020, in accordance with specified requirements and limitations. The bill's increase is in addition to previously enacted FMAP increases relating to COVID-19 (i.e., coronavirus disease 2019) but may not result in an FMAP greater than 95%.

Telehealth Modernization Act This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) all types of practitioners to furnish telehealth services, as determined by the Centers for Medicare & Medicaid Services.

This bill provides for the presentation of a Congressional Gold Medal to the Freedom Riders, in recognition of their contribution to civil rights by fighting for equality in interstate travel.

Juneteenth National Independence Day Act This bill establishes Juneteenth Independence Day as a federal holiday.

Main Street Tax Certainty Act This bill makes permanent the tax deduction for qualified business income. (Under current law, the deduction expires after December 31, 2025.) Qualified business income is defined as the net amount of qualified items of income, gain, deduction and loss with respect to any trade or business, excluding capital gains or losses, dividends, interest income, or income earned outside the U.S.

New Markets Tax Credit Extension Act of 2021 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2021, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2020).

Hospitality and Commerce Job Recovery Act of 2021 This bill extends existing and establishes new tax credits that assist the hospitality and restaurant industry. Specifically, it allows a conventionand trade show restart tax credit; extends the employee retention tax credit through 2021; suspends for taxable years 2021 through 2022, the limitation on entertainment expenses related to a trade or business, allows a restaurant and dining restart credit for businesses closed or forced to reduce services due to COVID-19 (i.e., coronavirus disease 2019); allows a 50% tax credit for travel expenditures; and allows a tax credit for unmerchantable inventory for the period between December 31, 2019, and before April 1, 2021.
