Small Project Efficient and Effective Disaster Recovery Act or the SPEED Recovery Act This act increases to $1 million the threshold for eligibility for assistance for what qualifies as a small project under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, thereby allowing more recovery projects to proceed under simplified procedures. The threshold must be reviewed every three years. The Inspector General of the Department of Homeland Security must conduct an audit, and report to Congress, on whether there has been waste and abuse as a result of the change in the threshold.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.

Transparency And Production of American Energy Act or the TAP American Energy Act This bill modifies requirements related to the exploration and development of energy resources (e.g., oil, gas, and renewable energy projects). For example, it sets forth provisions to (1) resume sales of onshore and offshore oil and gas leases and restrict the President from imposing bans on or otherwise limiting energy leasing and mineral withdrawals without congressional approval, (2) set timeframes for and makes other changes to certain environmental requirements that apply to energy projects, and (3) address various aspects of permitting and regulating pipelines and energy infrastructure projects.

Expedited Delivery of Airport Infrastructure Act of 2021 This act makes incentive payments incurred for expedited completion of certain federally financed airport development projects an allowable project cost standard.
