Opposing Business with Chinese Military Companies Act This bill requires the President to exercise certain economic powers, such as investigating or prohibiting payments, with respect to an entity that is engaging in economic activities in the United States and is (1) affiliated with China's government or military, or (2) owned or controlled by an entity affiliated with China's defense industrial base. (The President currently has such powers but is not required to exercise them.) The bill extends to December 31, 2026, a provision requiring the Department to Defense to annually report to Congress an updated list of such entities.

Safeguarding Coal Leasing Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on coal leasing.

Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.

Improving Confidence in Veterans' Care Act This bill prescribes oversight requirements for the Department of Veterans Affairs (VA) regarding health care professionals at VA medical centers. Specifically, the bill requires the VA to ensure each VA medical center consistently compiles, verifies, and reviews specified documentation for each VA health care professional (including contractors). The VA shall ensure that specified health care professionals hold an active Drug Enforcement Administration registration. Each VA medical center must implement (1) monitoring of the performance and quality of the health care delivered by each health care professional at the center, and (2) reviews of such care if an individual notifies the VA of any potential concerns relating to a failure to meet generally accepted standards of clinical practice. The bill imposes notification requirements in situations where the VA substantiates a concern relating to the clinical competency of, or quality of care delivered by, a current or former VA health care professional. The VA is prohibited from entering into a settlement agreement relating to an adverse action against a VA health care professional if such agreement includes terms that require the VA to conceal certain information from the employee's personnel file. Such prohibition does not apply to adverse actions determined to be prohibited personnel practices. The VA must provide mandatory training, at least biannually, to employees of each medical center who are responsible for specified tasks (e.g., those who are responsible for compiling, validating, or reviewing the credentials of VA health care professionals).

No taxpayer funding for United Nations Human Rights Council Act This bill prohibits the Department of State from making contributions to the United Nations Human Rights Council, either as a percentage of the U.S. contribution to the regular budget of the United Nations or as a voluntary contribution to the council.

Right to Earn a Living Act of 2021 This bill requires a state or local government, to be eligible to receive future payments from the Coronavirus Relief Fund, to certify that it will not limit the operation, hours, or occupancy of small businesses without the state or local government taking legislative action.

Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.

Safe Responsible Ethical Scientific Endeavors Assuring Research for Compassionate Healthcare Act or the Safe RESEARCH Act This bill prohibits the National Institutes of Health (NIH) from conducting or supporting research on human fetal tissue obtained from an abortion procedure. It also imposes other restrictions on human fetal tissue research. Under the bill, the NIH may conduct or support research on human fetal tissue only if it was obtained from a stillbirth. Current law allows research on tissue from stillbirths or from spontaneous or induced abortions. The bill also applies informed consent and other requirements applicable to research on the transplantation of human fetal tissue for therapeutic purposes to all research with human fetal tissue. This includes research on stem cells and other human fetal tissue alternatives. Additionally, human fetal tissue used for this research must be obtained in accordance with state anatomical gift laws. These laws govern organ and tissue donation for therapeutic, research, and other purposes. Some states already apply anatomical gift laws to human fetal tissue donation. Currently, executive branch officials may not prohibit the NIH from conducting or supporting research on the transplantation of human fetal tissue for therapeutic purposes. The bill repeals this limitation on executive branch officials. It also repeals a requirement that the NIH fund certain proposals for this research.

Support And Value Expectant Moms and Babies Act of 2021 or the SAVE Moms and Babies Act of 2021 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.
