Violence Against Women Extension Act of 2021 This bill reauthorizes for FY2022 various programs and activities authorized by the Violence Against Women Act of 1994 and subsequent legislation and administered by the Office on Violence Against Women within the Department of Justice.

To amend the Internal Revenue Code of 1986 to apply the mailbox rule to certain payments made through the Electronic Federal Tax Payment System.

This bill provides that tax payments made through the Electronic Federal Tax Payment System of the Department of the Treasury that are required to be made within a prescribed period or on or before a prescribed date shall be treated as made on the last day of either such prescribed period or on such prescribed date. The bill thus generally applies the mailbox rule (also known as the posting rule) to such payments which provides that payments are considered made on the date they are postmarked.

NOPAIN Act

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Building on Reemployment Improvements to Deliver Good Employment (BRIDGE) for Workers Ac t This bill allows states to use funding for reemployment services and eligibility assessments to serve all workers receiving unemployment benefits—not just those most likely to exhaust their benefits. The bill also allows states to provide reemployment services to individuals receiving pandemic unemployment assistance and pandemic emergency unemployment compensation.

PHIT Act of 2021

Personal Health Investment Today Act of 2021 or the PHIT Act of 2021 This bill allows a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines qualified sports and fitness expenses as amounts paid exclusively for participating in a physical activity, including (1) fitness facility memberships, (2) physical exercise or activity programs, or (3) equipment for a physical exercise or activity program.

Digital Trade for Development Act

Digital Trade for Development Act This bill prohibits the President from designating any country as a beneficiary developing country if the country restricts digital trade to the detriment of U.S. development goals, strategic interests, or competitiveness. A country with such designation receives preferential trade treatment under the Generalized System of Preferences. When designating any country as a beneficiary developing country, the President must, in addition to other factors, consider the extent to which such country has (1) refrained from imposing or eliminated digital trade barriers, and (2) taken steps to support consumer protections and the privacy of personal information online and to extend the benefits of digital trade to all.

Savings Access For Escaping and Rebuilding Act of 2021 or the SAFER Act This bill allows penalty-free distributions from tax-exempt retirement plans for domestic abuse victims.
