Harlem Hellfighters Congressional Gold Medal Act

Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.

A bill to oppose the provision of assistance to the People's Republic of China by the multilateral development banks.

This bill requires the Department of the Treasury to instruct the U.S. executive directors at certain multilateral development banks, such as the Asian Development Bank, to oppose providing a loan, financial assistance, or technical assistance to China. The executive directors must also advocate and vote to end lending and assistance to a country that has exceeded certain income thresholds.

GIFTs in Higher Education Act

Greater Insight into Foreign Transactions in Higher Education Act of 2021 or the GIFTs in Higher Education Act This bill revises certain disclosure requirements for institutions of higher education (IHEs). Under current law, an IHE must disclose to the Department of Education (ED) a gift or contract from a foreign source that is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source. This bill extends the disclosure requirement to include faculty, professional staff, and all staff engaged in research and development at the IHE. Further, an IHE (including faculty and staff) must disclose to ED a gift or contract from a designated foreign adversary source that is valued at $50,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign adversary source within a calendar year. The IHE must, within 30 days of receipt of the gift or contract, file a disclosure report with ED. ED must, within 30 days of submission, publish online these disclosure reports. Next, the bill requires each federal agency to ensure that no federal funds are distributed to an IHE that knowingly or willfully violates these disclosure requirements. The bill also prohibits an IHE that knowingly or willfully violates these disclosure requirements from receiving federal education funds, with an exception for federal student-aid program funding.

Navigable Waters Protection Act of 2021

Navigable Waters Protection Act of 2021 This bill enacts definitions that determine which bodies of water fall under the scope of the Clean Water Act and are thereby under federal jurisdiction. Specifically, the bill provides statutory authority for the definitions related to the waters of the United States, commonly known as WOTUS, in regulations when the bill is enacted.

A bill to prohibit the United States International Development Finance Corporation from imposing restrictions on the source of energy used by power-generation projects intended to provide affordable electricity in IDA-eligible countries or IDA-blend countries and to require the Corporation to promote a technology- and fuel-neutral, all-of-the-above energy development strategy for such countries.

This bill prohibits the U.S. International Development Finance Corporation from prohibiting or restricting the source of energy used by a power-generation project that has as its purpose the provision of affordable electricity in certain countries. Such countries are those that are eligible for support either solely from the International Development Association (IDA) or jointly from the IDA and the International Bank for Reconstruction and Development. Further, the corporation (1) may not reject a power-generation project in such a country based on the source of energy used by the project; and (2) must promote a technology- and fuel-neutral energy development strategy for such countries that includes the use of oil, natural gas, coal, hydroelectric, wind, solar, and geothermal power and other sources of energy.

PRESERVE Online Speech Act

Preventing Restrictions and Empowering Speakers to Enable Robust and Varied Exchanges in Online Speech or the PRESERVE Online Speech Act This bill requires interactive computer services (e.g., social media companies) to issue a public disclosure containing specified information related to a request or recommendation by a government entity that the service moderate content on its platform. Examples of such moderation include eliminating the ability of a user to comment upon information or terminating or limiting a user's account. Failure to comply with this requirement shall result in a fine of $50,000 per day, which shall be deposited in the Rural Digital Opportunity Fund. The Federal Communications Commission must submit an annual report that includes the contents of each such public disclosure.
