The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2022 or the PAID OFF Act of 2022 This bill requires certain persons to register as agents of a foreign principal if the foreign principal in question is a foreign adversary. For the purposes of this bill, a foreign adversary is a foreign government or person (individual or entity) that has engaged in a long-term pattern of conduct significantly adverse to U.S. national security or the security and safety of U.S. persons. Currently, the Foreign Agents Registration Act exempts certain agents from the act's registration requirements, including agents (1) engaged only in private and nonpolitical activities to advance a foreign principal's bona fide trade or commerce interests, or (2) engaged in certain lobbying activities and where the agent has registered as a lobbyist. Under this bill, these exemptions shall not apply if the foreign principal is a foreign adversary.
Felony Murder for Deadly Fentanyl Distribution Act This bill makes the distribution of fentanyl resulting in death a first degree murder. An individual who is guilty of first degree murder by distributing fentanyl is subject to death or life in prison.
Restoring Law and Order Act This bill requires the Department of Justice to award grants to state and local law enforcement agencies to support their workforce and their ability to address specified criminal activities (e.g., child trafficking). The Government Accountability Office must also study law enforcement deficiencies with respect to processing rape kits.
Strategic EV Management Act of 2022 This bill directs the General Services Administration (GSA) to coordinate with the heads of federal agencies to develop a comprehensive strategic plan for federal electric vehicle fleet battery management and to report to and brief Congress regarding the plan and its implementation across agencies. The GSA may periodically update the strategic plan based on new information relating to electric vehicle batteries that becomes available. The Government Accountability Office must report to Congress on how the costs and benefits of operating and maintaining electric vehicles in the federal fleet compare to the costs and benefits of operating and maintaining internal combustion engine vehicles.
Strengthening Entry Visa Enforcement and Restrictions Act of 2022 or the SEVER Act of 2022 This bill directs the President to deny an individual's admission to the United States as a representative to the United Nations if the individual is subject to sanctions regarding Iran and may pose a threat to U.S. national security interests.
