This resolution expresses the sense of the Senate that the case of Peng Shuai is directly related to broader international concerns around the freedom of speech and safety in China. The resolution expresses that the failure of the International Olympic Committee (IOC) to clearly and forcefully challenge the claims of China concerning Peng's safety raises questions about the ability and willingness of the IOC to stand up for the human rights of athletes participating in the Olympic and Paralympic games in Beijing, as well as in future games. The resolution also expresses that China should (1) allow Peng to provide independent and verifiable proof of her own whereabouts and safety without retribution, (2) allow Peng to engage directly with the Women's Tennis Association and the United Nations to independently verify her safety and explain her absence from public life since making her allegation, (3) open an independent and transparent investigation into Peng's allegations against former senior Vice Premier Zhang Gaoli, (4) publicly commit to holding sexual violence abusers accountable, (5) cease all censorship of reporting and discussions of Peng's case, and (6) allow Peng to leave China if she so desires and prevent any retaliation against her family members remaining there. Finally, the resolution expresses that, by failing to clearly and forcefully challenge the Chinese Communist Party's narrative, the IOC has failed to uphold its own stated commitments with regard to respect for international conventions on protecting human rights.

Helping Experts Accelerate Rare Treatments Act of 2022 This bill modifies provisions relating to the approval of drugs for rare diseases and conditions, including by requiring regular reporting on the number and types of applications received and the extent to which external experts are consulted during the review process.
Rural Hospital Support Act This bill modifies and extends certain payment adjustments for rural hospitals under Medicare's inpatient prospective payment system. Specifically, the bill indexes payment adjustments for sole community hospitals and Medicare-dependent hospitals to FY2016 operating costs, if it results in higher payments for such hospitals. The bill also makes payment adjustments for Medicare-dependent hospitals and low-volume hospitals permanent (the adjustments currently expire at the end of FY2022).
Investments in Rural Transit Act of 2021 This bill increases the federal share of operating costs to 80% for projects in certain rural areas with high transit dependency that receive grants under the Formula Grants for Rural Areas program of the Federal Transit Administration. The program provides capital, planning, and operating assistance to states to support public transportation in rural areas with populations of less than 50,000. To qualify for the increased federal share, a project must serve an area that is an area of persistent poverty (a county in which at least 20% of the population has lived in poverty during the most recent 30-year period); a county in which at least 25% of residents are age 65 or older, a county designated as a health professional shortage area on the basis of a primary care or mental health care shortage, or a county with low population density of not more than 20 people per square mile of land area.
Honoring Purple Heart Recipients Act of 2022 This bill requires the Department of Defense to include individuals who are awarded the Purple Heart for qualifying actions that occur after the date of the enactment of this bill on its publicly accessible website that lists individuals who are recipients of certain military awards. Under the bill, the individual or their next of kin must elect to have the individual included on the list and the public release of the individual's name must be determined to not pose a security risk.
Educators Expense Deduction Modernization Act of 2022 This bill increases the tax deduction for the expenses of eligible educators from $250 to $1,000, An eligible educator is, with respect to any taxable year, an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in a school for at least 900 hours during a school year.

Stillbirth Health Improvement and Education for Autumn Act of 2022 or the SHINE for Autumn Act of 2022 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.
