Due Process Continuity of Care Act

Maddy summaryThis bill expands Medicaid coverage to people in jail awaiting trial or court proceedings, allowing states to provide medical benefits during pretrial detention. It amends federal law to remove a barrier preventing Medicaid access for incarcerated individuals while their cases are pending. States receiving $50 million in planning grants must develop strategies to recruit healthcare providers, assess inmate health needs, and build infrastructure for seamless care transitions. The policy directly affects individuals in local jails awaiting court dates who qualify for Medicaid under state programs.

Water Affordability, Transparency, Equity, and Reliability Act of 2023

Water Affordability, Transparency, Equity, and Reliability Act of 2023 This bill increases funding for water infrastructure to control water pollution or protect drinking water. Specifically, it establishes a Water Affordability, Transparency, Equity, and Reliability Trust Fund. The fund may be used for specified grant programs. The bill increases the corporate income tax rate to 24.5% to provide revenues for the fund. In addition, the bill revises requirements concerning the clean water state revolving fund (SRF) and the drinking water SRF, including by prohibiting states from providing financial assistance using amounts from the clean water SRF for projects that will provide substantial direct benefits to new communities other than projects for constructing an advanced decentralized wastewater system. It also creates or reauthorizes several grant programs related to water infrastructure, such as grants for removing lead from drinking water.

PRIME Act

Maddy summaryThe PRIME Act exempts certain local meat processing from federal inspection requirements. It allows custom slaughter facilities to process animals and prepare meat products for exclusive sale within the same state - either to households or to restaurants, grocery stores, or other food businesses that serve consumers directly in that state. Facilities must comply with their state's laws regarding slaughter and processing, and the bill explicitly states it does not override state regulations on meat handling or sales. This change applies only to intrastate transactions, keeping federal oversight for meat sold across state lines.

A. Donald McEachin Environmental Justice For All Act

Maddy summaryThe A. Donald McEachin Environmental Justice For All Act requires all federal agencies to address disproportionate environmental burdens faced by communities of color, low-income communities, Tribal and Indigenous communities, and other vulnerable populations. Key provisions include mandating federal agencies to develop environmental justice strategies, consider cumulative impacts in permitting decisions, establish an Environmental Justice Clearinghouse, and create grant programs for environmental justice communities. The bill also creates a White House Environmental Justice Interagency Council to coordinate federal efforts and requires federal employees to complete environmental justice training. It strengthens community protections under the National Environmental Policy Act by requiring agencies to assess potential impacts on environmental justice communities before approving projects. The legislation directly affects federal agencies, environmental justice communities, and communities disproportionately burdened by pollution and environmental hazards.

Abortion is Health Care Everywhere Act of 2023

Maddy summaryThis bill amends U.S. foreign aid law to remove restrictions preventing federal funds from supporting abortion services as part of comprehensive reproductive health care. It directly affects U.S. international health programs and people in low- and middle-income countries who rely on U.S.-funded reproductive health services. The key provision explicitly allows foreign assistance funds to cover abortion services, training, and equipment for safe abortion care, alongside other reproductive health services. This changes how U.S. aid is allocated globally, aiming to increase access to safe abortion care in countries where it is legal.

Protecting Students from Worthless Degrees Act

Maddy summaryThis bill requires colleges to prove their programs prepare students for required professional licenses in the states where students live, plan to work, and where the institution markets its programs. Specifically, institutions must certify that graduates can take licensing exams and meet certification requirements in those states, including providing necessary clinical placements or internships. It adds new certification steps for "gainful employment" programs, requiring institutions to document compliance with licensure standards and avoid offering programs similar to those previously deemed ineligible due to poor student outcomes. The bill also strengthens state authorization rules for distance education programs to ensure they meet local requirements.

Every Supreme Court Nominee Deserves Timely Consideration Act

Maddy summaryThis bill establishes a procedural rule for Senate consideration of Supreme Court nominations. It requires the Judiciary Committee to discharge a nomination to the full Senate after 60 days if 30 Senators submit a written petition, preventing indefinite committee hold. Debate on nominations would be strictly limited to 30 hours total (split equally), with no further debate extensions possible except for a one-time 30-hour extension requested by 30 Senators. The bill directly affects the Senate's handling of nominations, ensuring a faster path to a vote while restricting extended debate on nominees. It does not change the nomination process itself but alters Senate procedural rules for confirmation votes.

MONARCH Act of 2023

Maddy summaryThe MONARCH Act of 2023 establishes a $12.5 million annual fund to support habitat restoration for the western monarch butterfly, which has declined by over 99% in 30 years and faces imminent extinction. It provides grants to local governments, tribal agencies, and nonprofits for projects like planting native milkweed, protecting overwintering sites, and restoring breeding habitats across seven Western states (California, Arizona, Nevada, Oregon, Washington, Idaho, Utah). Projects must include tribal consultation, demonstrate conservation potential, and avoid conflicts with food safety practices, with the Secretary of the Interior approving proposals based on their likelihood to aid recovery. The bill requires annual public reports on project outcomes and monarch population status, ensuring transparency in conservation efforts.

Transnational Repression Policy Act

Maddy summaryThis bill requires the U.S. government to address transnational repression - when foreign governments harass, intimidate, or harm individuals living outside their home countries through tactics like digital surveillance, threats to family members, or physical violence. It mandates that annual human rights reports include details about transnational repression incidents, establishes a new interagency strategy to combat this issue, and creates sanctions against foreign officials who engage in such activities. The bill also requires the creation of a confidential tip line for victims, mandates training for government officials to recognize these threats, and directs intelligence agencies to prioritize identifying transnational repression tactics. It directly affects diaspora communities targeted by foreign governments, U.S. government agencies, and foreign governments that engage in these practices.
