Stop Wall Street Looting Act This bill generally revises provisions related to the regulation of private equity funds. Among other things, the bill increases financial and legal liability for these funds in the event of certain violations of law, gives employee compensation higher priority in bankruptcies, and generally prohibits the payment of dividends for two years from an acquired asset firm to a private equity fund. The bill modifies the tax treatment of carried interest—compensation that is typically received by a partner of a private equity fund and is based on a share of the fund's profits. (Under current law, carried interest is taxed as investment income rather than at ordinary income tax rates.) Among other things, the bill treats as ordinary income the net capital gain with respect to a private equity fund.

The resolution also honors Representative Walorski for her service to Indiana and the United States. The resolution expresses that when the Senate adjourns today, it stands adjourned as a further mark of respect to the memory of Representative Walorski.
Buckeye National Scenic Trail Feasibility Study Act of 2022 This bill requires the study of the feasibility of designating the Buckeye Trail as a national scenic trail. The Buckeye Trail is a system of trails creating a loop extending approximately 1,454 miles from Lake Erie to the Ohio River, through the farmland of northwest Ohio, the hills of Appalachia, the Black Hand sandstone cliffs of the Hocking Hills region, and the Bluegrass region of southwest Ohio.
Investing in Kids' Mental Health Now Act of 2022 This bill temporarily increases the payment rate for pediatric mental, emotional, and behavioral health services, including telehealth services, under Medicaid. The Centers for Medicare & Medicaid Services must issue guidance on how states may expand such services through provider flexibilities and other regulatory pathways.
Fighting Post-Traumatic Stress Disorder Act of 2022 This bill requires the Office of Community Oriented Policing Services within the Department of Justice to report on one or more proposed programs to make treatment or preventative care available to public safety officers and public safety telecommunicators for job-related post-traumatic stress disorder or acute stress disorder. The report must also include draft legislative language related to each proposed program, as well as the estimated cost for administering each proposed program.
Recovering America’s Wildlife Act of 2022 This bill provides financial and technical assistance to states, territories, and the District of Columbia for the purposes of (1) recovering species listed as a threatened or endangered species under the Endangered Species Act or under state law, or (2) avoiding the need to list species under such laws. For example, the bill establishes the Endangered Species Recovery and Habitat Conservation Legacy Fund. A portion of the fund must be used to establish an Endangered Species Recovery Grant Program. It also provides funding for (1) the conservation or restoration of wildlife and plant species of greatest conservation need; (2) the wildlife conservation strategies of states, territories, or the District of Columbia; and (3) wildlife conservation education and recreation projects. The Department of the Interior must use a portion of the funding for a grant program. The grants must be used for innovative recovery efforts for species of greatest conservation need, species listed as endangered or threatened species, or the habitats of such species. In addition, the bill requires certain revenues generated from fees and penalties for violations of environmental requirements to be used as a source for the funding.
Eviction Crisis Act of 2021 This bill creates several eviction-related grant programs and shields certain eviction records from consumer reports. Specifically, the bill requires the Bureau of Justice Assistance to award matching grants to state and local governments to support landlord-tenant focused community courts that allow social service representatives to assist tenants in the court process. The bill also permits the Department of Housing and Urban Development (HUD) to award grants to state, local, territorial, and tribal governments to provide financial assistance and housing stabilization services to extremely low-income households. HUD is also required under the bill to award grants to local governments and nonprofit organizations to collect data from landlords on illegal self-help evictions and to establish and maintain an eviction database. The bill also requires a consumer report obtained in association with a rental application to be provided to the consumer applicant and requires that eviction information be excluded from a consumer report in cases decided in favor of the tenant. Further, the bill requires the Government Accountability Office to track historical eviction data and to report on savings and revenue generated by the grants awarded under the bill.
Fire Station Construction Grants Act This bill directs the Federal Emergency Management Agency (FEMA) to establish a grant program to modify, upgrade, and construct fire and emergency medical services (EMS) department facilities. Grant recipients may use funds to build, rebuild, or renovate fire and EMS department facilities; upgrade existing facilities to install exhaust emission control systems, install backup power systems, upgrade or replace environmental control systems (such as HVAC systems), remove or remediate mold, and construct or modify living quarters for use by male and female personnel; and upgrade fire and EMS stations or build new stations. Grant recipients must meet one of the two most recently published editions of relevant codes and standards, especially codes and standards that (1) require up-to-date hazard resistant and safety provisions, and (2) are relevant for protecting firefighter health and safety. The bill sets forth provisions regarding (1) grant fund allocations between career and volunteer fire and EMS departments, (2) overtime, and (3) prevailing rate of wage and a requirement for using materials produced domestically for public contracts.
Farmland Security Act of 2022 This bill requires the Department of Agriculture (USDA) to submit to Congress an annual report on foreign investments in agricultural land in the United States, including a description of the impact that foreign ownership of agricultural land has on family farms, rural communities, and the domestic food supply. USDA must also establish a public database that contains data from each report submitted.
Lake Erie Water Quality Protection Act This bill requires the U.S. Army Corps of Engineers to prioritize implementation of dredged material management plans for federally authorized harbors in Ohio. Plans must limit open-lake disposal of dredged material and maximize its beneficial use.
