Children's Safe Welcome Act of 2022 This bill imposes requirements related to the treatment of noncitizen children detained in immigration custody. For example, the bill (1) prohibits an accompanied noncitizen child from being separated from a parent or legal guardian while in immigration custody, except in certain situations; (2) requires each child in immigration custody to receive a legal orientation presentation and have access to legal counsel and child advocates; and (3) requires each unaccompanied noncitizen child in Department of Health and Human Services custody to be placed in the least restrictive setting that most approximates a family and in which any special needs may be met.
Improving Access to the VA Home Loan Act of 2022 This bill requires the Department of Veterans Affairs (VA) to update regulations, requirements, and guidance related to appraisals for housing loans guaranteed by the VA. Specifically, such regulations or requirements must specify when an appraisal is required, how an appraisal is to be conducted, and who is eligible to conduct an appraisal for such loans. The VA must also provide additional guidance for desktop appraisals, which are performed remotely using information gathered by third parties with whom a VA-approved appraiser has entered into an agreement for such appraisal. In updating such guidance, the VA must specifically take into account situations where (1) desktop appraisals provide cost savings for borrowers, and (2) a traditional appraisal requirement could cause time delays and jeopardize the completion of a transaction.
This resolution recognizes the significance of Asian/Pacific American Heritage Month as an important time to celebrate the contributions of Asian Americans, Native Hawaiians, and Pacific Islanders to the history of the United States. Freedom to Travel for Health Care Act of 2022 This bill prohibits anyone from interfering with a person's ability to access out-of-state reproductive health care. (Reproductive health care is defined as medical, surgical, counseling, or referral services related to pregnancy, the termination of a pregnancy, contraception services, and other reproductive care.) Specifically, the bill prohibits anyone from restricting, discriminating against, or otherwise disadvantaging anyone who receives, provides, or assists with out-of-state reproductive health care that is legal in the state in which it is provided. The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations. The bill specifically waives any applicable governmental immunity and preempts any contravening state laws.
Disaster Contract Improvement Act This bill directs the Federal Emergency Management Agency (FEMA) to establish an advisory working group to encourage and foster collaborative efforts among individuals and entities engaged in disaster recovery relating to debris removal. The bill requires (1) FEMA to conduct outreach to states, tribal governments, and local governments with respect to any guidance or support materials developed; and (2) the Government Accountability Office to conduct a study that includes examining the use and adoption rate of advance contracts for debris removal by states, tribal governments, and local governments.
This resolution (1) recognizes the increase in educational opportunities, including in sports, for women and girls since the passage of title IX of the Education Amendments of 1972; and (2) encourages the Department of Education and the Department of Justice to ensure that students have a safe learning environment by working to ensure schools prevent and respond to discrimination and harassment on the basis of sex.

Specifically, the bill removes the program's sunset provision and revises eligibility requirements.
