Save Our Seas 2.0 Amendments Act This bill revises provisions governing the administration of the Marine Debris Foundation and the Marine Debris Program. Specifically, the bill allows the foundation to use appropriated funds for employee salaries for the two years following the bill's enactment. The bill also allows the foundation to locate its principal office outside of the District of Columbia and encourages the foundation to locate it in a coastal state. In addition, the bill requires the foundation to develop best practices for conducting outreach to Indian tribes. The bill also requires the National Oceanic and Atmospheric Administration (NOAA) to approve appointments to the foundation's board of directors. NOAA may enter into other agreements, outside of contracts, under the Marine Debris Program. NOAA may also make in-kind contributions for projects under the program.

Stop Arctic Ocean Drilling Act of 2022 This bill limits oil and gas leasing in Arctic areas of the Outer Continental Shelf (OCS). In addition, the bill declares that it is the policy of the United States that the Arctic Ocean should be managed for the best interests of the people of the United States, including by keeping fossil fuels in the ground to avoid the dangerous impacts of climate change.
Gun Violence Prevention and Community Safety Act of 2022 This bill makes various changes to the federal framework governing the sale, transfer, and possession of firearms and ammunition. Among other changes, the bill generally requires individuals to obtain a license to purchase, acquire, or possess a firearm or ammunition; raises the minimum age—from 18 years to 21 years—to purchase firearms and ammunition; establishes new background check requirements for firearm transfers between private parties; creates a statutory process for a family or household member to petition a court for an extreme risk protection order to remove firearms from an individual who poses a risk of committing violence; restricts the import, sale, manufacture, transfer, or possession of semiautomatic assault weapons and large capacity ammunition feeding devices; restricts the manufacture, sale, transfer, purchase, or receipt of ghost guns (i.e., guns without serial numbers); requires federally licensed gun dealers to submit and annually certify compliance with a security plan to detect and deter firearm theft; removes limitations on the civil liability of gun manufacturers; allows the Consumer Product Safety Commission to issue safety standards for firearms and firearm components; establishes a community violence intervention grant program; and promotes research on firearms safety and gun violence prevention.
Expanding Disability Access to Higher Education Act This bill establishes and revises programs to increase access to higher education for students with disabilities and increase their graduation rates. Specifically, the bill requires the Department of Education (ED) to award additional funds under existing TRIO programs (i.e., programs designed to identify and support disadvantaged students) to increase the number of individuals with disabilities served by such programs; award grants to institutions of higher education to establish offices of accessibility on their campuses to support students and staff with disabilities; and collect data on students served by TRIO programs and Gaining Early Awareness and Readiness for Undergraduate Programs, including with respect to student persistence in such programs, graduation rates, postsecondary enrollment rates, and supports provided to enrolled students. The bill also directs the Government Accountability Office to review and report on how ED and TRIO program agencies identify and support students with disabilities.
NIH Clinical Trial Diversity Act of 2022 This bill sets out requirements to increase the diversity of clinical trial participants. The bill also requires other activities to foster participation in clinical trials. As a condition of funding from the National Institutes of Health (NIH) for a clinical trial investigating a drug or device, a sponsor's application must include certain information related to diversity in its trial, such as goals for recruiting and retaining trial participants and plans for achieving the recruitment and retention goals and implementing less-burdensome clinical trial follow-up requirements. A sponsor must also annually share demographic data of clinical trial participants with the NIH. Further, the NIH and the Food and Drug Administration must carry out a national campaign to increase awareness about the need for diverse clinical trials.
This concurrent resolution recognizes the disparity between wages paid to Latina women, and its impact on women, families, and the nation and reaffirms Congress' commitment to supporting equal pay for equal work and to narrowing the gender wage gap.
Close Big Oil Tax Loopholes Act This bill limits or repeals tax and royalty relief provisions that benefit certain large oil companies. It modifies foreign tax credit rules applicable to such companies and limits deductions for intangible drilling and development costs, percentage depletion, enhanced oil recovery, and other tax preferences. The bill repeals the outer Continental Shelf deep water and deep gas royalty relief provisions. Any savings resulting from this bill must be used for federal budget deficit reduction or, if there is no current budget deficit, for reducing the federal debt.
Use it or Lose it Act of 2022 This bill requires holders of certain offshore and onshore oil and gas leases to diligently develop their leases. The Department of the Interior may assess an annual fee against a leaseholder who fails to appropriately develop a lease.
