New Pathways Act This bill revises existing requirements for the Bureau of Prisons (BOP) to help prisoners obtain identification documents prior to their release. With respect to U.S. citizens, the BOP must obtain and provide a Social Security card, a proof of U.S. citizenship document, and a photo identification card. With respect to noncitizens, the BOP must help obtain proof of lawful status and, if applicable, an employment authorization document.

Breakthrough Therapies Act This bill provides for the classification of drugs or other substances that are part of approved breakthrough therapies as schedule II controlled substances under the Controlled Substances Act. It also provides for expedited controlled substance registrations through the Drug Enforcement Administration for researchers whose work involves investigational drugs.
Stopping Abuse and Fraud in Electronic Lending Act of 2022 or the SAFE Lending Act of 2022 This bill revises requirements related to consumer financial protection and small-dollar lending, including matters concerning remotely created checks, electronic fund transfers, registration of small-dollar lenders, overdraft fees, and the collection of personal information. Under the bill, remotely created checks may only be issued by a person specifically designated in writing by a consumer and provided to the consumer's depository institution. (A remotely created check is a check not issued by the bank and not signed by the account owner.) A voluntary agreement to repay a small-dollar consumer credit transaction by an electronic fund transfer is subject to certain protections, including the right of the consumer to stop payment. Small-dollar consumer credit providers must register with the Consumer Financial Protection Bureau. Any small-dollar consumer credit transaction is subject to the laws of the state in which the consumer resides. The bill also prohibits overdraft fees on prepaid accounts.
Stop Subsidizing Childhood Obesity Act of 2022 This bill denies a tax deduction for advertising or marketing directed at children (age 14 or under) for food of poor nutritional quality or a brand primarily associated with food of poor nutritional quality. The bill also denies a deduction for related expenses, including travel; goods or services constituting entertainment, amusement, or recreation; gifts; or other promotion expenses. The Department of the Treasury must enter into a contract with the National Academy of Medicine to develop procedures to evaluate and identify food of poor nutritional quality and brands that are primarily associated with such food. The bill authorizes additional funding to carry out the Fresh Fruit and Vegetable Program under the Richard B. Russell National School Lunch Act.
Empowering and Enforcing Environmental Justice Act of 2022 This bill provides statutory authority for the Department of Justice's Office of Environmental Justice. It also establishes grants to improve the capacity of state, local, and tribal governments to enforce environmental laws involving environmental justice matters.
Electoral Count Reform and Presidential Transition Improvement Act of 2022 This bill revises the process of casting and counting electoral votes for presidential elections. The bill also revises provisions related to the presidential transition process. The bill specifies that the choice of electors must occur in accordance with the laws of the state enacted prior to election day. Additionally, the bill identifies each state's governor (unless otherwise identified in the laws or constitution of a state in effect on election day) as responsible for submitting the certificate of ascertainment identifying the state's electors. Further, the bill provides for expedited judicial review for any action brought by an aggrieved presidential or vice-presidential candidate arising under the U.S. Constitution or U.S. laws with respect to the issuance or transmission of such a certificate. The bill revises the framework for the joint session of Congress to count electoral votes and make a formal declaration of which candidates have been elected President and Vice President. Among other changes, the bill (1) specifies that the role of the Vice President during the joint session shall be ministerial in nature, and (2) raises the objection threshold in Congress to at least one-fifth of the duly chosen and sworn members of both the House of Representatives and the Senate. The bill also revises the presidential transition process, including to (1) allow more than one candidate to receive federal transition resources under certain circumstances, and (2) require additional reporting by the General Services Administration.
This resolution recognizes Filipino American History Month in October 2022 as a testament to the advancement of Filipino Americans and a time to renew efforts toward researching and examining the history of Filipino Americans to give all people of the United States an opportunity to learn about their contributions.
This resolution recognizes the long history and positive economic effects of the Social Security programs. It also expresses the belief that the Social Security and Supplemental Security Income programs should continue to be funded through mandatory spending.
This resolution supports the designation of October 2-October 8, 2022, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.
Fairness for 9/11 Families Act This bill authorizes and provides funding for lump-sum catch-up payments from the United States Victims of State Sponsored Terrorism Fund to 9/11 victims, 9/11 spouses, and 9/11 dependents. The bill also rescinds specified unobligated funds that were provided to the Small Business Administration for the Paycheck Protection Program.
