Student Loan Literacy Act of 2022

Student Loan Literacy Act of 2022 This bill provides funding for and establishes a grant program for community-based nonprofit student loan consumer assistance programs. Specifically, the bill directs the Department of Education (ED) to award grants to states for establishing, expanding, or providing support for community-based nonprofit student loan consumer assistance programs. These programs must provide assistance to borrowers of federal student loans, including by educating borrowers about their rights and responsibilities with respect to federal student loans. ED must (1) make publicly available through its website a list of programs receiving grant funds; and (2) ensure that each holder, servicer, and collector of federal student loans provides at least one federal student loan liaison to communicate with such assistance programs on various issues, including the handling of borrower complaints.

Speak Out Act This act prohibits the judicial enforceability of a nondisclosure clause or nondisparagement clause agreed to before a dispute arises involving sexual assault or sexual harassment in violation of federal, tribal, or state law.

PRECIP Act

Providing Research and Estimates of Changes In Precipitation Act or the PRECIP Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to take actions regarding precipitation estimation. NOAA shall, no less than every 10 years, update probable maximum precipitation estimates for the United States. NOAA must include specified information in the updates and must make publicly available certain probable maximum precipitation studies developed by NOAA. NOAA must seek to enter an agreement with the National Academies of Science, Engineering, and Medicine to conduct a study on the state of practice and research needs for precipitation estimation, including probable maximum precipitation estimation. NOAA, in consideration of the study's recommendations, shall consult with relevant partners on the development of a plan to update probable maximum precipitation estimates. NOAA shall develop a national guidance document regarding probable maximum precipitation estimates that (1) provides best practices for federal and state regulatory agencies, private meteorological consultants, and other users that perform probable maximum precipitation studies; (2) considers the recommendations provided in the National Academies study; (3) facilitates review of probable maximum precipitation studies by regulatory agencies; and (4) provides confidence in regional and site-specific probable maximum precipitation estimates.

Second Look Act of 2022

Second Look Act of 2022 This bill allows a defendant who has served at least 10 years in prison to petition a federal court for a sentence reduction. Specifically, a court may reduce the prison term for a defendant if (1) the imposed prison term was more than 10 years; (2) the defendant has served at least 10 years in custody; and (3) the court finds that the defendant is not a danger to public safety, is ready for reentry, and the interests of justice warrant a sentence modification. The bill outlines the factors a court may consider in reducing a prison term. Further, the bill creates a rebuttable presumption of release for a defendant who is 50 years of age or older on the date of the petition.

TEST Act of 2022

Temporary Emergency Scheduling and Testing of Fentanyl Analogues Act of 2022 or the TEST Act of 2022 This bill (1) extends the temporary scheduling of fentanyl-related substances in schedule I of the Controlled Substances Act for two years; (2) requires the Drug Enforcement Administration to submit synthetic compounds of fentanyl-related substances it has encountered thus far to the Food and Drug Administration for scientific and medical evaluations, if they have not yet been evaluated; and (3) provides for the removal and rescheduling of fentanyl-related substances from schedule I if certain criteria are met, as well as notifications about any such scheduling changes to individuals who were or are being prosecuted for offenses related to such substances.

Students' Access to Freedom and Educational Rights Act of 2022

Students' Access to Freedom and Educational Rights Act of 2022 This bill expands protections against discrimination and harassment in federally funded education programs or activities. Among other provisions, the bill (1) establishes statutory standards of liability for harassment and relevant remedies under specified statutes; (2) requires the Department of Education to develop a climate survey on K-12 students' experiences with domestic violence, dating violence, sexual assault, sexual harassment, and stalking; and (3) establishes training requirements and a grant program for Title IX coordinators.
