Social Media Privacy Protection and Consumer Rights Act of 2021 This bill requires online platform operators to inform a user, prior to a user creating an account or otherwise using the platform, that the user's personal data produced during online behavior will be collected and used by the operator and third parties. The operator must provide a user the option to specify privacy preferences, and an operator may deny certain services or complete access to a user if the user's privacy elections create inoperability in the platform. The operator must (1) offer a user a copy of the personal data of the user that the operator has processed, free of charge, and in an electronic format; and (2) notify a user within 72 hours of becoming aware that the user's data has been transmitted in violation of the security platform. A violation of the bill's privacy requirements shall be considered an unfair or deceptive act or practice under the Federal Trade Commission Act. The Federal Trade Commission (FTC) may enforce this bill against common carriers regulated by the Federal Communications Commission under the Communications Act of 1934 and nonprofit organizations. Currently, common carriers regulated under that Act are exempt from the FTC's enforcement authority, and nonprofit organizations are subject to FTC enforcement only if they provide substantial economic benefit to their for-profit members. A state may bring a civil action in federal court regarding such violations.

This resolution designates the week of May 9-May 15, 2021, as National Police Week.

Save Local Business Act This bill provides that a person may be considered a joint employer in relation to an employee under federal labor law only if such person directly, actually, and immediately (and not in a limited and routine manner) exercises significant control over the essential terms and conditions of employment. Such control may by demonstrated by hiring and discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline.

Israel Sovereignty Reassurance Act of 2021 or ISRA This bill prohibits using funds made available to the Department of State for FY2022 to implement, administer, or enforce any policy that rescinds the U.S. recognition of the Golan Heights as part of Israel.

This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.

Accountability of Leaders in Education to Report Title IX Investigations Act or the ALERT Act This bill requires institutions of higher education (IHEs) that participate in federal student-aid programs to certify annually with the Department of Education that they have reviewed reports of misconduct by their employees involving domestic violence, dating violence, sexual assault, or stalking. The certification must include a confirmation that the IHE's president and board members involved in the review did not interfere with or influence investigations or dispositions.

Self-Initiation Trade Enforcement Act of 2021 This bill establishes within the Department of Commerce a task force to identify and recommend actions related to potential countervailable subsidies, dumping, and circumvention. Dumping and countervailable subsidies are unfair trade practices that cause (or threaten to cause) material injury to U.S. industries by importing products (1) that are similar to those sold in the U.S market at less than fair value (dumping), or (2) with the assistance of subsidies from a foreign government or public entity (countervailable duties). Specifically, the task force shall identify (1) potential countervailable subsidies and dumping that may be causing (or threatening to cause) material injury to an industry in the United States, and (2) potential circumvention of existing antidumping or countervailing duty orders. The task force must make recommendations with respect to initiating antidumping or countervailing duty investigations and circumvention inquiries.

This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.
