No Hearing, No Vote Act of 2021 This bill prohibits the Senate from considering a budget reconciliation bill unless at least one committee hearing has been held regarding the bill. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the bill prohibits the Senate from considering a reconciliation bill unless (1) the bill was reported by a committee that received reconciliation instructions or by the Senate Budget Committee after receiving recommendations from committees that received instructions, and (2) each committee that reported the bill or ordered recommendations to be reported to the Senate Budget Committee held at least one hearing regarding any major provision of the bill that is within the jurisdiction of the committee.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.

This resolution states that the Senate stands with the Afghan people now living under the Afghan Taliban regime. It calls on the Department of State to designate the Afghan Taliban as a foreign terrorist organization. It also states that the Afghan Taliban regime must be denied access to funds held by the U.S. government.

This joint resolution nullifies the order submitted by the Centers for Disease Control and Prevention titled Temporary Halt in Residential Evictions in Communities With Substantial or High Transmission of COVID-19 To Prevent the Further Spread of COVID-19 and published on August 6, 2021.

Ensuring Medicaid Continuity for Children in Foster Care Act of 2021 This bill allows states to receive federal Medicaid payment for services provided to foster care children in qualified residential treatment programs (i.e., programs with trauma-informed treatment models that address the needs of children with serious emotional or behavioral disorders or disturbances).

Navigable Waters Protection Act of 2021 This bill enacts definitions that determine which bodies of water fall under the scope of the Clean Water Act and are thereby under federal jurisdiction. Specifically, the bill provides statutory authority for the definitions related to the waters of the United States, commonly known as WOTUS, in regulations when the bill is enacted.

New Opportunities for Value that Extend Lives Act of 2021 or the NOVEL Act of 2021 This bill establishes a process for expediting the assignment of Healthcare Common Procedure Coding System (HCPCS) codes to medical products that have been designated as a breakthrough product or regenerative advanced therapy by the Food and Drug Administration; it also establishes a process for determining coverage under Medicare of such breakthrough products that have been assigned HCPCS codes.
