PRECIP Act

Providing Research and Estimates of Changes In Precipitation Act or the PRECIP Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to take actions regarding precipitation estimation. NOAA shall, no less than every 10 years, update probable maximum precipitation estimates for the United States. NOAA must include specified information in the updates and must make publicly available certain probable maximum precipitation studies developed by NOAA. NOAA must seek to enter an agreement with the National Academies of Science, Engineering, and Medicine to conduct a study on the state of practice and research needs for precipitation estimation, including probable maximum precipitation estimation. NOAA, in consideration of the study's recommendations, shall consult with relevant partners on the development of a plan to update probable maximum precipitation estimates. NOAA shall develop a national guidance document regarding probable maximum precipitation estimates that (1) provides best practices for federal and state regulatory agencies, private meteorological consultants, and other users that perform probable maximum precipitation studies; (2) considers the recommendations provided in the National Academies study; (3) facilitates review of probable maximum precipitation studies by regulatory agencies; and (4) provides confidence in regional and site-specific probable maximum precipitation estimates.

Next Generation Telecommunications Act

Next Generation Telecommunications Act This bill temporarily establishes the Next Generation Telecommunications Council to advise Congress on sixth generation (6G) and other advanced wireless communications technologies. Appointed members of the council may not have financial or personal interests in matters related to the council's duties. These duties include reviewing past actions related to advancing wireless communications deployment. Additionally, the council must develop a strategy with recommendations on how the federal government can support, for example, the adoption of 6G and other advanced wireless communications technologies and the promotion of international cooperation with respect to those technologies. In developing the strategy, the council must consider issues including access to electromagnetic spectrum resources, workforce needs to support 6G deployment, and network security and resiliency. The council terminates 120 days after submitting a final report that contains the strategy. Within 60 days of receiving that report, the Department of Commerce must submit to Congress an assessment with comments on the report's findings and recommendations.

FAIR Contributions Act

Funding Affordable Internet with Reliable Contributions Act or the FAIR Contributions Act This bill requires the Federal Communications Commission to study and report on the feasibility of funding the Universal Service Fund through contributions from edge providers (i.e., providers of online content or services, such as search engines).

HARM Act

Holding Accountable Russian Mercenaries Act or the HARM Act This bill requires the Department of State to designate the PMC Wagner Group as a foreign terrorist organization. Such designation also applies to any affiliated and successor entities undertaking malign activities against the United States and its allies or partners. (Among other things, such a designation allows the Department of the Treasury to require financial institutions to block transactions involving the organization.) The President may waive the application of sanctions against these entities if the President determines it to be in the national interest.

No Emergency Crude Oil for Foreign Adversaries Act

No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.

Journalism Competition and Preservation Act of 2022

Journalism Competition and Preservation Act of 2022 This bill sets out a process through which certain broadcast or digital news providers may collectively negotiate with covered online platforms (e.g., social media companies) regarding use of the news providers' content by the platforms. Specifically, the bill authorizes an eligible provider (e.g., one with no more than 1,500 full-time employees and nonnetwork news broadcasters that engage in specified news practices) to jointly form an entity with other eligible providers to negotiate the pricing, terms, and conditions by which certain online platforms use the providers' content. A covered platform is generally one that (1) has at least 50 million monthly domestic users, and (2) is owned or controlled by a person with either sales or a market capitalization that exceeds a specified amount or at least one billion monthly users worldwide. The bill establishes requirements concerning the formation, governance, operation, and termination of the joint negotiation entity. It also exempts from antitrust laws certain actions by a joint negotiation entity (e.g., providers jointly denying a platform's access to the providers' content). The bill outlines requirements governing the conduct of the negotiations by, for example, requiring the parties to negotiate in good faith. Additionally, the bill provides for private rights of action if the requirements for a negotiation are not met and establishes requirements for arbitration in limited circumstances. The Government Accountability Office must study the impact of the joint negotiations, including their effects on local and regional news and the employment of journalists. In general, the bill's provisions terminate six years after its enactment.

Restoring Military Focus Act

Restoring Military Focus Act This bill eliminates the position of Chief Diversity Officer within the Department of Defense (DOD), as well as the position of Senior Advisor for Diversity and Inclusion within the military departments. Additionally, the bill prohibits the use of federal funds to establish similar positions to that of Chief Diversity Officer or Senior Advisor for Diversity and Inclusion within DOD.
