My Body, My Data Act of 2023

Maddy summaryThe My Body, My Data Act of 2023 requires companies (called "regulated entities") that collect personal reproductive or sexual health information - such as health apps, clinics, or service providers - to minimize data collection to only what's necessary for the services individuals request. It grants individuals the right to access, correct, or delete their data, with companies required to provide clear privacy policies, respond to requests within 15 days, and avoid retaliation (like higher prices or denied services) for exercising these rights. The bill also prohibits companies from sharing such data without consent and mandates enforcement through the Federal Trade Commission and private lawsuits, with penalties up to $1,000 per violation. It excludes entities already covered by HIPAA health privacy rules but applies broadly to digital services handling sensitive health data.

ReConnecting Rural America Act of 2023

Maddy summaryThe ReConnecting Rural America Act of 2023 provides $650 million annually (2024-2028) in federal grants and loans to expand high-speed broadband access in rural areas. It requires projects to serve locations where at least 75% of households lack 100 Mbps downstream and 20 Mbps upstream internet service, with priority given to areas where 90% of households lack such access. Eligible applicants include tribes, cooperatives, local governments, and nonprofits, all required to meet minimum speed standards (100 Mbps both ways) and commit to long-term service. The bill aims to reduce rural broadband gaps by funding infrastructure deployment, with funds expiring after 2028.

Protecting Service Members and Military Families’ Access to Reproductive Care Act of 2023

Maddy summaryThis bill creates a new 21-day administrative leave for active-duty service members to obtain reproductive care not provided at military medical facilities (such as abortions or fertility treatments like IVF), or to accompany a spouse or dependent receiving such care. It also authorizes travel and transportation allowances for this care, explicitly covering abortion and assisted reproductive technology. The bill prohibits additional requirements like mandatory counseling or chaplain consultations for requesting this leave, while prioritizing privacy for service members and their families. It defines "non-covered reproductive health care" to include specific procedures like egg retrieval, sperm processing, and in vitro fertilization, ensuring these are eligible for the new leave and travel benefits.

Universal School Meals Program Act of 2023

Maddy summaryThe Universal School Meals Program Act of 2023 would establish a universal school meal program providing free breakfast and lunch to all children enrolled in participating schools, eliminating income-based eligibility requirements that previously limited access to free meals. The bill sets specific payment rates for schools ($2.80 for breakfast and $4.63 for lunch, adjusted annually for inflation) and prohibits schools from collecting debts for unpaid meals or "shaming" students for unpaid charges. It also creates a reimbursement program to cover existing delinquent meal debt, requiring schools to continue accruing debt for reimbursement purposes until the program's effective date. The legislation directly affects all public schools participating in the National School Lunch Program and School Breakfast Program across the country. The bill amends various federal laws to replace references to "free or reduced price" meals with a new measure of economic disadvantage based on student poverty data.

Rural Hospital Closure Relief Act of 2023

Rural Hospital Closure Relief Act of 2023 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency. The Government Accountability Office must study the effects of the bill's implementation. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare.
