Rural Hospital Closure Relief Act of 2023 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency. The Government Accountability Office must study the effects of the bill's implementation. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare.
Maddy summaryThe Educating Future Nurses Act establishes a Medicare-funded program to reimburse eligible hospitals for costs of training advanced practice registered nurses (like nurse practitioners and clinical nurse specialists) through clinical education partnerships. Hospitals must partner with accredited nursing schools and community care settings (such as clinics or rural health centers) to create regional "Graduate Nurse Education Hubs," with payments tied to enrollment increases over 2021-2022 baseline. Payments are calculated per student and require annual reporting on nurse placements, especially in underserved areas, to ensure alignment with workforce needs. The program supplements, rather than replaces, existing federal nursing education funding.
Maddy summaryThe SAFE Banking Act of 2023 creates a legal safe harbor for financial institutions that provide services to state-sanctioned marijuana businesses and hemp-related legitimate businesses. It prevents federal banking regulators from taking adverse actions against depository institutions for serving these businesses solely because they operate within state-legal marijuana frameworks. The bill also ensures income from legal marijuana businesses can be considered for qualifying for federally backed mortgage loans and requires updated guidance for suspicious activity reporting related to these businesses. These provisions aim to address longstanding banking access barriers for businesses operating within state-legal marijuana and hemp industries.
Maddy summaryThe Northern Rockies Ecosystem Protection Act designates over 10 million acres of federal land in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness areas to protect major ecosystems like Yellowstone, Glacier, and Salmon/Selway. It establishes biological connecting corridors that prohibit new roads, mining, and oil and gas development to allow wildlife movement and genetic diversity. The bill also designates numerous rivers as wild and scenic, creates recovery areas for damaged lands, and ensures tribal rights and water rights remain unchanged.
Maddy summaryThis bill extends full contraceptive coverage without out-of-pocket costs to military dependents and non-active duty service members under TRICARE. It amends TRICARE to eliminate cost-sharing for all FDA-approved contraceptive methods, related counseling, insertion/removal services, and sterilization procedures - aligning dependent coverage with existing active duty benefits under the Affordable Care Act. The bill also requires military medical facilities to provide comprehensive pregnancy prevention information and emergency contraception access to sexual assault survivors, and mandates standardized family planning education for all service members on topics like contraceptive options and confidentiality. These changes directly affect over 700,000 female spouses/dependents and transgender military families covered by TRICARE who currently face cost barriers.
Maddy summaryThis is a symbolic Senate resolution (SRES 201) supporting National Nurses Week, observed annually from May 6-12. It recognizes nurses' contributions to healthcare, their role as patient advocates, and their status as the largest healthcare profession (over 4.5 million registered nurses in the U.S.). The resolution encourages the public to observe the week with recognition and activities but does not create new laws, funding, or requirements. It has no direct effect on policy or nursing practice.
Maddy summaryThis bill requires the President and Vice President to disclose detailed financial information, including tax returns for the three most recent years, to Congress and the Office of Government Ethics. It mandates divestment of financial interests that could create conflicts of interest by converting them to "conflict-free" investments or transferring them to a "qualified blind trust" within 30 days of taking office. The Office of Government Ethics must annually review these disclosures and report on compliance, with the ability to seek court action for noncompliance. The bill also requires presidential candidates to disclose tax returns after nomination and establishes public availability of these documents, redacting only sensitive personal information.
Maddy summaryThis bill expands Medicare coverage to include pharmacist services in designated underserved areas. It directly affects Medicare beneficiaries in health professional shortage areas, medically underserved areas, or medically underserved populations, as well as pharmacists licensed to provide these services. Key provisions require Medicare to cover pharmacist services (like those typically provided by physicians) in these areas and set payment at 80% of the lesser of the actual charge or 85% of the physician fee schedule. The changes take effect January 1, 2024, and require new billing codes for pharmacists.
Maddy summaryThis bill requires pharmaceutical companies to publicly disclose detailed cost information for clinical drug trials and to break down research and development expenditures by research stage in their annual financial reports. It creates a government website where sponsors must post cost data (including total cost, per-patient cost, and category breakdowns like personnel and materials) within one year of trial completion. Drug manufacturers must disclose R&D spending across different stages of drug development, from basic research to post-market studies, in their SEC filings. The requirements apply only to clinical trials beginning after the bill's enactment date and to drug manufacturers that file annual reports with the Securities and Exchange Commission. This aims to increase transparency around the financial aspects of drug development and clinical research.
