International Human Rights Defense Act of 2023

Maddy summaryThe International Human Rights Defense Act of 2023 establishes a permanent Special Envoy for LGBTQI+ human rights at the Department of State to lead U.S. foreign policy efforts addressing discrimination and violence against LGBTQI+ people globally. The bill requires the Special Envoy to develop an annual global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ individuals, with mandatory reporting on countries that criminalize same-sex relationships or discriminate based on sexual orientation, gender identity, or sex characteristics. It directs U.S. foreign assistance to support programs that protect LGBTQI+ rights, including health initiatives addressing HIV/AIDS in LGBTQI+ communities, and requires training for U.S. personnel and foreign officials on LGBTQI+ rights issues. A concurrent resolution expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryThis concurrent resolution (SCONRES 8) expresses Congress's formal opinion that tax-exempt fraternal benefit societies - mutual aid organizations operating under IRS Section 501(c)(8) - have long provided essential community benefits. It highlights that these societies, with approximately 7 million members nationwide, contribute over $3.8 billion annually through charitable work, volunteerism, and financial security programs. The resolution affirms that their tax-exempt status continues to support their mission and relieve pressure on government safety net programs. As a non-binding statement of congressional sentiment, it does not change tax law or create new obligations.

Puerto Rico Nutrition Assistance Fairness Act of 2023

Maddy summaryThis bill amends the federal Food and Nutrition Act to allow Puerto Rico to transition from its current nutrition assistance system to the Supplemental Nutrition Assistance Program (SNAP), which provides federal benefits to low-income households. It requires Puerto Rico to submit a transition plan to the U.S. Department of Agriculture within 60 days, with the agency having 180 days to approve it. Abortion is Health Care Everywhere Act of 2023

Maddy summaryThis bill amends U.S. foreign aid law to remove restrictions preventing federal funds from supporting abortion services as part of comprehensive reproductive health care. It directly affects U.S. international health programs and people in low- and middle-income countries who rely on U.S.-funded reproductive health services. The key provision explicitly allows foreign assistance funds to cover abortion services, training, and equipment for safe abortion care, alongside other reproductive health services. This changes how U.S. aid is allocated globally, aiming to increase access to safe abortion care in countries where it is legal.

A resolution urging the Government of Thailand to protect and uphold democracy, human rights, the rule of law, and rights to freedom of peaceful assembly and freedom of expression, and for other purposes.

Maddy summarySRES 114 is a non-binding Senate resolution urging Thailand's government to protect democratic rights and human rights. It specifically calls on Thailand to release political activists (including over 280 children), drop charges against protesters, stop using spyware against dissidents, and abandon restrictive laws like the Draft Act on Not-for-Profit Organizations. The resolution also demands reforms to Thailand's lèse majesté law, sedition laws, and computer crime statutes that limit free expression. It warns that continued rights violations would prevent the U.S. from recognizing Thailand's 2023 elections as fair, and could jeopardize U.S. security and economic assistance.
